The International Monetary Fund is responsible for promoting international monetary cooperation and financial stability. It is a permanent forum for consultation and assistance on financial issues.China and Russia all rank among its top ten shareholders. With the in-depth implementation of the "Belt and Road" Initiative,China's exchanges with Russia and Central Asian countries will become increasingly close, and international exchanges will become more diversified. In addition to the translation of Chinese and foreign language pairs, translation between foreign languages also becomes more and more frequent. Therefore, comparing English-Chinese translations with English-Russian translations will help us better master the translation skills and the two foreign languages. The German functional school proposed the "Skopos Theory",which claims translation is based on the original text and aims to achieve the intended purpose. The purpose of translation guides the choice of translation methods.Skopos Theory has a wide range of applications in literary and non-literary translation, and it guides the translation of economic and political texts. To this end, this thesis selects the IMF's 2017 annual report in E-R and E-C versions.Under the guidance of Skopos Theory and from the three rules, this thesis compares the translation methods adopted in the two versions, analyze the success and shortcomings, and explore the influence of different Chinese and Russian cultural and linguistic backgrounds on the translation methods adopted. The author finds out through comparison that both Chinese and Russian translations methods verifies the validity of the three rules. At the same time, the author puts forward suggestions for improving the texts. From the perspective of Skopos Theory, this thesis conducts a comparative study on E-R and E-C translation methods, the results show that we can draw upon the merits of them. The thesis provides a new perspective for multilingual learners.
