Research On Cultural Poverty Alleviation And Its Path

Poverty is one of the worldwide social challenge.It is a comprehensive social phenomenon that includes economic,cultural,and social backwardness.Both cultural poverty alleviation and material support are main methods to overcome poverty.However,cultural poverty alleviation is a fundamental strategy to get rid of poverty.Cultural poverty alleviation respects and makes full use of people's subjective initiative,in order to nurture people's self-development ability.It has been widely recognized by its essential change to marginal group,which could play a vital part in marginal group's gradually getting rid of poverty and avoiding returning to poverty.Stating the feasible path of cultural poverty alleviation and putting forward the corresponding implementation strategy should be given a higher priority.Under the guidance of cultural capital and capacity poverty theory,this paper tried to induce the main strategy of implementing cultural poverty alleviation,on a solid foundation of deeply literature review and a series of on-the-spot investigations,and also rely on a systematical study of five county-level regions' outstanding cultural poverty alleviation experience in Henan Province.Firstly,this article analyzed the necessities of cultural poverty alleviation in theory and practice,and systematically clarified the four paths of cultural poverty alleviation that have been practiced in Henan Province,which could be summarized as strengthening the protection and using of cultural resources,holding cultural celebrations,encouraging creation of literary and artistic works and improving public cultural service system,and developing cultural professionals team.Secondly,this essay stated the four outstanding problems of implementing cultural poverty alleviation in Henan,and tried to reveal the vital causes with theoretical tools.Finally,this article put forward proposal on the implementation of cultural poverty alleviation,which mainly focused on promoting the construction of professionals ' system,transforming government ' s recognitions,encouraging innovation,establishing normalized institutional mechanisms,and upgrading the carrier and channels of cultural poverty alleviation.
