Reserch On The Path Of Cultural Targeted Poverty Alleviation In Old Revolutionary Base Areas

In 2013,general secretary Xi Jinping put forward the important strategic thought of poverty alleviation and development in the new period,which shows that China's poverty alleviation work has entered the era of targeted poverty alleviation.Thanks to years of unremitting efforts throughout the country,great achievements have been made in taking targeted measures to alleviate poverty.How to get rid of poverty at an early date and maintain the effectiveness and sustainability of the achievements of poverty alleviation is the top priority in the current poverty alleviation work.there are multiple causes of poverty.To eliminate poverty,we must rely not only on economic poverty alleviation,but also on cultural poverty alleviation.Therefore,we must attach great importance to the significance role of cultural poverty alleviation in targeted poverty alleviation,and the power of culture should be further exerted to resolutely win the battle against poverty.In this context,the old revolutionary base areas,as the main battle field of poverty alleviation,suffer from deep poverty and difficulty in getting rid of poverty.Therefore,it is more necessary to implement cultural targeted poverty alleviation to help the old revolutionary base areas get rid of poverty and become healthy.Therefore,based on qualitative research and quantitative research methods,through questionnaire surveys,interviews,collection of materials,and access to relevant materials,the paper conducted an in-depth investigation and study of the cultural precision poverty alleviation work in M Town,Yilong County,an old revolutionary base in Sichuan and Shaanxi.For the above reasons,the paper further analyzes the measures and effects of the cultural targeted poverty alleviation of the town,as well as its existing problems,and expounds the reasons for the difficulties in the cultural targeted poverty alleviation in the old revolutionary base areas,and explores the path selection of the cultural targeted poverty alleviation in the old revolutionary base areas.It is hoped that it can provide some practical reference opinions for the cultural targeted poverty alleviation work in the old revolutionary base areas.This paper is divided into six parts.First,introduction.This paper mainly introduces the background of the topic,the research status of "cultural poverty alleviation" at home and abroad,the research methods and the key points,innovation points and shortcomings in the research process.Second,basic concepts and relevant theoretical basis.This paper analyzes the concepts of targeted poverty alleviation,cultural poverty and cultural targeted poverty alleviation,as well as the relationship between cultural targeted poverty alleviation and targeted poverty alleviation,the ideological foundation of cultural targeted poverty alleviation theory,which mainly includes Xi Jinping's targeted poverty alleviation thought,Ogben's cultural lag theory and Tony Ben Nite's cultural governance theory.Third,An analysis of the current situation of targeted poverty alleviation in M Town,the old revolutionary base area.The paper introduces the general situation of research objects and the basic information of data,and summarizes the main results of targeted poverty alleviation of local culture.The town has made remarkable achievements in the construction of public cultural infrastructure,the development of mass cultural activities,the exertion of cultural and educational functions,and the poverty alleviation through red tourism.Fourth,The paper analyzes the difficulties of targeted poverty alleviation in town M.It mainly shows in the following aspects: the effect of cultural poverty alleviation is not accurate,the way of cultural poverty alleviation is single,and the function of cultural poverty alleviation is not fully explored.Fifth,The reasons for the problems of targeted poverty alleviation in the old revolutionary base areas.These reasons mainly include: the supporting mechanism of cultural targeted poverty alleviation is not perfect,the integration of red tourism industry and targeted poverty alleviation is not enough,the endogenous cultural stimulation of the poor in the old revolutionary base area is not enough,and the participation of multiple governance subjects is not high..Sixth,the paper explores the path to further improve the cultural targeted poverty alleviation in the old revolutionary base areas.The article holds that the work ofcultural targeted poverty alleviation in the old revolutionary base areas needs to be further strengthened and improved in the following four aspects: improving the supporting mechanism of cultural targeted poverty alleviation;vigorously implementing the red tourism poverty alleviation;carrying forward the red culture to enhance the poverty alleviation intelligence and ability of the poor people in the old revolutionary base areas;and uniting multiple poverty alleviation main forces to participate in the cultural targeted poverty alleviation.
