The report of the 19th CPC National Congress clearly stated that culture is the soul of a country and a nation,culture is thriving in the country,and culturally strong people are strong.It is necessary to improve the public cultural service system,implement culturally beneficial projects in depth,and enrich the cultural activities of the masses.However,the key and difficulty in improving the public cultural service system lies in solving the mismatch between supply and demand in the process of rural public cultural service provision.In recent years,China’s rural social and economic development has achieved a series of achievements,and the living standards of rural residents have been continuously improved.However,the structural imbalance in the supply and demand of rural public cultural services has persisted to various degrees in rural areas,highlighting the rural public culture that farmers need.The service is not effectively provided,but the utilization rate of the public cultural services provided by the government is low,namely,the effective supply shortage and the excess supply are excessive.This has a certain relationship with the government’s inaccurate demand recognition in the supply of rural public cultural services.In the supply of rural public cultural services,in order to prevent excessive supply of public cultural services in rural areas and the shortage and absence of rural public cultural services that are urgently needed by the public,it is necessary to fully grasp the demand preferences of the peasant group and accurately identify the farmers for rural areas.Demand for public cultural services.Scientific and effective demand identification can better meet the needs of farmers for rural public cultural services and improve the efficiency and quality of rural public cultural service provision.Recognize the most important and urgent needs,identify the true needs of farmers,and temporarily screen false and personalized needs.Based on the above background,the paper takes demand as the direction,comprehensively uses the methods of quantitative analysis and qualitative analysis,takes Y County of Henan Province as a case,and in-depth understanding of the status quo,problems and causes of problems in the identification of rural public cultural service supply,Systematic analysis.The author finds that the lack of a scientific and reasonable demand identification method in the current supply of rural public cultural services is one of the important causes of structural imbalance in supply and demand.For this reason,this paper introduces a mature demand recognition method that is widely used in academia—KANO model.According to the KANO model’s demand classification,the following conclusions can be drawn:Cultural activity rooms,sports and fitness facilities,and cultural complexes are essential requirements.Square dance training,cable television,cultural work bulletin boards,and farmer’s book houses are expected types of demand.The project of sending operas to the countryside and cultural information resources sharing is a charismatic demand,and the sending of movies to the countryside is indiscriminate.In combination with the Better-Worse coefficient calculation,the supply of major rural public cultural services is divided into four levels in order of priority.To this end,local governments should increase financial support for the provision of major rural public cultural services;and promote rural public culture in stages by stages.Service supply level,focusing on key supply areas at the first level and second level;innovating the provision of rural public cultural services and upgrading the third level of rural public cultural service provision;and providing adequate financial resources to supply the fourth Hierarchy of rural public cultural services. |
