With the continuous development of China’s economic construction and social undertakings, the citizen demand for public culture, also with the improvement of living standards and increasing rural area, because of the constraints has long been affected by the economic level, the government to the supply of rural public cultural service efficiency can not keep up with people’s increasing needs of public culture, exist some farmers do not conform to the local public cultural service in the supply of the amount and structure, the conflicts between government and farmers demand.This paper starts from the public cultural services in rural area of Guangxi, analyse the current Guangxi public cultural services in rural areas and farmers demand government supply, find out the problems and contradictions between the supply and demand of public cultural services, and analyzes its reason, finally use the domestic and foreign public cultural services development experience, proposed to deepen the reform of the cultural system the innovation of government supply of public cultural services, ideas, introducing social organization power to make up for the government’s supply of public cultural services and the measures that the government increase the vacancy of public cultural services in the total supply, to improve the public cultural service system in Guangxi rural areas, promote the balanced development between the government and farmers, so as to accelerate the pace of development of public cultural services in Guangxi in rural areas, meet the cultural needs of farmers, the realization of farmer cultural rights.
