Social education was introduced into China at late Qing Dynasty.It flourished and received extensive attention from all walks of life during the period of the Republic of China.In Shanxi province,the development of social education can be divided into three stages.First,the beginning and initial period.After the founding of the Republic of China,the Ministry of education began to attach importance to social education.Under this situation,Shanxi province published laws and regulations on social education and established some education institutions.After that,social education had experienced initial development.Second,the promotion and prosperity period.After Yan Xishan served as the governor of Shanxi,he proposed "the new deal","the six affairs and three things" and "the administration of civil affairs".He encouraged people to receive education and cultivate patriotic thoughts to ensure the smooth implementation of these policies.Additionally,in order to facilitate citizens to study,Shanxi province actively carried out the phonetic alphabet movement,setting up various institutions.Therefore,the achievements of the social education in Shanxi were among the best in China at this period.Third,the restoration slowly development period.In 1930,The Central Plains affected the social education of Shanxi largely,luckily,it was quickly restored two years later.However,the development of it become slow.In 1937,with the fell of Shanx,many education institutions were destroyed,and the development of social education entered a low tide.In the period of the Republic of China,there were a variety of schooling types in Shanxi,The government made good use of various facilities and faculty as well as raised educational funds,setting up various schools as well as flowing social education institutions.Many libraries were also built later.The development of social education in Shanxi province presents its own characteristics.It pays attention to the development of rural social education and wrote corresponding textbooks.It also created schools of multi-form to mobilize the enthusiasm of the people.Shanxi province was the first to carry out the language and phonetic alphabet movement and achieved remarkable results.In addition,the social education in Shanxi has its own characteristics,no matter the form of teaching organization,the content of teaching,the source of funds,the faculty and the object of teaching.In 1930s,the development of social education in Shanxi province started to decay.The utilitarianism of the warlords and the loss of local characteristics of running schools were the important reasons.However,paying attention to the form,neglecting the achievements of educational development and the influence of the war can not be ignored.In general,the development of social education in Shanxi Province during the Republic of China has raised the Mass culture level and was beneficial to social stability and economic development.
