| Under the background of the current cultural prosperity,cultural people’s livelihood and cultural rights have become the focus of the society,which is also the key issue of the grass-roots public cultural service system.Under the background of the current demand of cultural governance,it has become a new trend to construct the public cultural service community and the popularization,and the importance of the community has gradually become prominent,and has become an important position to construct the public cultural service system.In this context,the construction of public cultural service system needs to be based on the community,to ensure the effect of cultural service in Huimin County and the effect of sharing,to protect the legitimate rights and interests of citizens’ culture,and to truly realize the goal of cultural power.If we want to build a community public cultural service system with practical value,we need to pay attention to the diversified needs of the cultural service model,meet the People’s deep spiritual cultural needs,guide the public’s correct values,and create a harmonious community,to enhance the cohesion of the community.This study analyzes the construction of community public cultural service system in w city,and analyzes the theory of public goods supply,at the same time,based on the theory of multi-center governance and new public service,this paper analyzes the construction of grass-roots cultural system in this community.In order to ensure the validity of the data,a questionnaire survey and an interview were carried out in the community of W,and a case study was used to analyze the current situation of the construction of public cultural service system in the community,this paper lists the construction problems and explores the optimized path of the public cultural service supply mode.First of all,starting from the relevant policies of the public cultural service supply,the paper sorts out the current situation of cultural construction in community W,taking the community public cultural service supply as the main research object,this paper summarizes the achievements and methods of the construction of community cultural system,such as the high degree of perfection of community cultural facilities and the strong brand significance.Secondly,the study used questionnaire survey to collect the status quo of the construction of w community,and collected the feedback from the two dimensions of government and citizen,at the same time,it is concluded that there are three factors of the unsatisfactory supply of public cultural services in the community,mainly focusing on the government,service system and mechanism.Finally,from the perspective of public governance of Urban Communities,the paper analyzes the rationalization proposals to optimize the provision of grass-roots public cultural services,and puts forward specific implementation measures.For example,the construction of community public opinion consultation mechanism to seek the needs of residents of public cultural services,multi-dimensional construction of community public cultural services system,pay attention to the systematization of services;To seek change under the existing public service supply pattern,to construct the diversified service pattern,to improve the operation effect of the public cultural service supply mechanism,to strengthen the propaganda ability of the local community public cultural project,explore the effective path of optimizing community public cultural service.The results of this study are of great significance to the construction and optimization of modern public cultural service system. |
