The introduction of party politics is an important contributing factor to the fission and renewal of modern China's politics.The implementation of the dual-track system of the party and government is an attempt by the Kuomintang people to refresh the political system in this context.Under this system,the relationship between the local party departments and the government is particularly delicate and eye-catching.Based on the interpretation of historical materials,this paper discusses the relationship between party and government in Zhejiang Province from 1927 to1937 and analyzes the position of the Party Department in the local power structure.It mainly includes the relations and cooperation between the Party and the government in the implementation of the Kuomintang policy.The disputes and games in terms of incumbency,economy and personal security,and the influence of party and government disputes have relatively fully demonstrated the power interaction between party and government in Zhejiang Province.During this decade,the relationship between party and government in Zhejiang was deeply influenced by changes in central power and personnel.At the same time,it was mingled with factional and political disputes.Both parties had cooperation and conflicts,among which disputes were more serious,especially in 1927-1931.Between years.Local party departments gradually lost their grip on the government ' s struggle for political resources and safeguarded their own interests.The party's power was declining and the work of the party's office gradually became vacant.It was unable to effectively implement the Kuomintang's “party rule” ideology,but with the start of the War of Resistance Against Japanese Aggression.Both the party and the government in Zhejiang Province experienced a period of relative cooperation.
