The paper is about the thought of party supervision existing in the time periods of late Qing Dynasty, early Republic China and North Warlord Period. From the perspective of political supervision, the paper examines party political theory and its component idea of party supervision in three different time periods and in different political settings.The thought of party supervision is an important part of party political theory. Party political theory regards democracy and constitutional supremacy as its ultimate goals, as is well expressed in party supervision theory. Party supervision deals with the following issues: the interdependence between different parties, the monitoring and supervision of state power by party, the checks and balances exercised by party on government executive power by means of congress, the criticism and supervision by party on different aspects of statehood by means of mass media and the general public.The thought of party supervision stems from party politics, party supervision theory of statesman, thinkers in specific historic times. Party politics theory and its most important concept of party supervision already took shape in late Qing Dynasty. The thought of party supervision in late Qin Dynasty was manifested in the publicity of Western political party theory, the expounding of the supervising function of political parties, the lashing at traditional dictatorship and the pursuit of modern democracy by politicians and thinkers at that time according to social needs. The thought of party supervision at the early period of Republic China was mainly the afterthought of party political practice; The thought of party supervision at North Warlord Period was mainly theory development and afterthought about China under military dictatorship; The thought of party supervision in three time periods, though different in political settings and with emphases on different aspects, has one thing in common—the supervision and control of dictatorship and the pursuit of modern democracy.By using relevant political & historical theories and from the perspective of political supervision, the paper takes an in-depth look at the thought of party supervision which was contained in political party theory in late Qing Dynasty, early Republic China and North Warlord Period. Besides, the paper analyses the political, cultural as well as the social background against which the thought of party supervision was gradually taking shape. Exposing the real essence behind the thought of party supervision, explaining its possible influence on Chinese society, the paper also tries to make clear the richness of early political party theory in the course of political democratization as well as the important part played by the thought of party supervision in facilitating political modernization with the view of helping us to better understand the tortuous course in which party politics came into being and further develops in the context of Chinese political atmosphere.In the base of this, the paper mainly analyses from the ways below: Firstly, the paper gasp the thought of party supervision from party politics theory. Secondly, the paper expound the thought of party politic theory from politics. Thirdly, the paper analyses the thought of party supervision in the three different periods. The fourth way, the paper emphasis on the rest ways, for example, the historical, economic and cultural, etc. The last, the paper invests these thought of statesman, thinkers in specific histisic times, on the base of the thought, the paper tries to get to a better explanation.
