Research On The Supply Of Rural Basic Public Cultural Services In Ethnic Minority Areas

Basic rural public cultural service is an important component of the modern system in public cultural services.The Party and the state attaches great importance to the standardization of basic public cultural services and construction of equalization,the realization of the basic cultural rights and interests of rural residents as to improve the focus of people's livelihood.However,due to geographical,economic,political and other factors,the supply of basic public cultural services in ethnic minority areas has the problems such as backward cultural infrastructure and outstanding contradiction between supply and demand.Therefore,in building a modern system of public cultural services,construction under the background of cultural power,the ethnic minority areas rural basic public cultural services supply problems,to explore the related countermeasures and Suggestions of optimizing supply,has profound practical significance.This article takes the literature research to the background,the core concepts and basic theories.With the New Public Service Theory and "Triangle Service" model,attempts to establish the basic analytical framework of public cultural services supplies in ethnic areas: putting the farmers' cultural needs at the core position,cultural policy,supply system and public cultural service personnel as the interaction of the three elements.According to the analysis framework,study the current ethnic minority areas background,the supply policy,and the particularity of supply.To understand comprehensively the current supply concept and the difficulties,laying the foundation for the subsequent empirical research.Then,selects the HongHe Hani and Yi autonomous prefecture,Yunnan province,M city as the object of the case analysis.Firstly,analysis the representative of M city as the research case;Secondly,under the guidance of analytical framework,through questionnaire survey and in-depth interviews from the cultural policy,supply system,three aspects of public cultural services personnel understand M county rural supply status quo and problems.The study found that there are some matters: insufficient financial input,the cultural infrastructure construction lag,poor quality of supply,supply and demand dislocation,weakness of talent team construction;Thirdly,based on the current situation and problems,the paper analyzes the causes of the supply of matters in M city.Finally,combining with public cultural services related policy and the particularity of supply in ethnic minority areas,to explore the optimization suggestions: the first is a breakthrough in ethnic minority areas of public cultural services in rural barriers,the second is to enhance minority areas rural basic public cultural services supply main body activity,the third method is a basic public cultural services supply rich ethnic minority areas,the fourth method is to improve minority areas rural basic public cultural service supply mechanism,the fifth is to strengthen the ethnic minority areas rural talent team construction of public cultural services.
