Research On Government Action Of Public Cultural Service Supply In Rural Ethnic Areas

Since the 13 th Five-Year Plan,China has been committed to building a standardized and equal public cultural service system..At present,the government plays a leading role in the supply of public cultural services.The key to improve the level of public cultural services is to improve the supply efficiency of the government.However,in the vast rural areas,due to historical and realistic,subjective and objective reasons,the government is ineffective in providing public cultural services.Therefore,the study of government behavior in the supply of public cultural services in rural minority areas has become an important practical and theoretical issue.Based on the actual situation of the public culture supply in the border and inland rural minority areas,this paper takes the public goods theory,the new public service theory,the government governance and function theory and the development theory of minority areas as the theoretical framework,combines the historical evolution of public cultural service supply and the general mode of government public cultural service supply in China,and highlights the basic functions and dominance of the government in the supply of public cultural services.Through comparative analysis,it is concluded that the governments in different rural minority areas play a common role in the supply of public cultural services,namely,policy and regulation makers,main suppliers of public cultural services,investors and financiers,talent transporters and supervisors,however,there are different characteristics in specific supply modes,supply contents,cultural mobilization modes and attitudes towards national cultural resources.At the same time,in the process of analyzing the supply situation of the two regions,we can conclude that there are many problems in the supply of public cultural services in rural minority areas,such as structural imbalance of supply,insufficient investment in funds,weak construction of cultural talents,inadequate supervision and lagging behind in the construction of legal system.The main reasons are the low level of economic and social development in rural minority areas,the imperfect decision-making mechanism,the imperfect financial system and the irregular management system of the government.Therefore,we can put forward some measures to improve the efficiency of government supply,such as coordinating the relations among all parties in the supply of public cultural services,improving the financialguarantee mechanism,speeding up the construction of cultural service team with national characteristics,strengthening the protection and development of national culture,and improving the supervision and evaluation system.
