Reaearch On The Mechanism And Promotion Strategy Of Cultural Poverty Alleviation

China's anti-poverty practice has achieved remarkable achievements sincethe development of poverty alleviation organized by the party and state in 1986.However,after the 21~stt century,due to the restrictions of historical and practical conditions,the efficiency of poverty alleviation starts to decline so that it is plunged into the dilemmas such as failure of targeting mechanism,obvious funnel effect and insufficient households'participation.In order to break through the bottleneck and fulfill the goal of overall poverty alleviation as schedule,the CPC Central Committee,the State Council,and various government ministries issued a series of guidance documents during the“13~thh Five-Year Plan”,which indicated the strategic role of cultural poverty alleviation and the overall goals as well as paths for future development so as to promote poverty alleviation to the“culture”centered phase of quality enhancement.With the multiple attributes of economy,society and ideology,culture can thoroughly solve impoverished populations'ability,quality and spiritual idea,and block their intergenerational transmission of poverty.However,due to the dynamic changes in the formation and development of culture itself,the influencing factors and acting paths of cultural poverty alleviation are more complex compared with other means.That is to say,grasping the operational logic of cultural poverty alleviation and building a theory system,method system as well as strategy system for accurate cultural poverty alleviation that meet China's national conditions has not only become a new trend in research at home and abroad,but also turned into a strategy for poverty alleviation practices across China.Firstly,based on existing theoretical research,this papersorts out the concepts and characteristics of cultural poverty alleviation,defines the connotation of cultural poverty alleviation,and constructs a system of“resource-population-environment-economy”for cultural poverty alleviation.From this base,using empirical studies method,including factoranalysis means and structure equation model.The analysis shows that under the inter-coordination,thesubsystems of above four dimensions of jointly constitute a general system of cultural poverty alleviation,which basically covers the main aspects of cultural poverty alleviation;on the foundation of system partition and through the literature review as well as analysis,the influencing factors of each subsystem is initially selected.Meanwhile,combined with the investigation of cultural poverty alleviation practices in three impoverished counties(Ningqiang,Lueyang,and Fengxian)in Shaanxi Province,the structural equation model is used for empirical test on factors and the key influencing factors are obtained.Secondly,the analysis of correlation among factors and subsystems summarizes the causality model,whose effectiveness is tested by empirical simulation results.amd it has proven the method of increasing positive feedback path,by focusing on the cultural resources of the original genuine,increased investment in cultural poverty alleviation projects,strengthen the cultural undertakings investment and boost GDP.Finally,though control the parameters of variables to test the validity of the model.By modulating the variable parameters in model,the simulation experiments under different strategies are performed and the effects of poverty alleviation under four strategies are compared,which conclude reason of decrease in current marginal efficiency of poverty alleviation and the main strategies for improvement.On this basis,the corresponding improvement strategies and policy recommendations are proposed:1.insisting on the strategy of developing and protecting,over-exploiting resources in exchange for short-term economic growth is undesirable;2.accelerating the adjustment of economic structure in poverty-stricken areas so as to achieve sustainable development and goal of alleviate poverty.
