The basic concept of the English Curriculum Standards of Compulsory Education is that “working for all students,paying attention to quality education and focusing on the full development of the students”.But the issue of the students with low English learning proficiency is a common phenomenon which widely exists in every area.It harms students' own development,and affects the result of teaching and education.In this research,the writer takes 29 primary school students with low English learning proficiency among 568 students of Grade 4,5 and 6 in Primary School Attached to Xi'an Foreign Language School as subjects,using questionnaire and interview to find out the current situation of students with low English learning proficiency and analyze the causes of for the emergence of students with low English learning proficiency.Then the writer discusses the suggestions to solve the problems of students with low English learning proficiency.There are some findings: Students with low English learning proficiency tend to have incorrect learning methods and have low learning perseverance.Besides,their families cannot provide enough assistance for their study.Based on the above results,the writer puts forward several countermeasures: English teachers should teach students with low English learning proficiency to use learning strategies,insist on tracking and counseling students with low English learning proficiency and create the opportunities of success for students with low English learning proficiency in the teaching.Besides,parents should help their children cultivate good English learning habits and create good family atmospheres for their children's learning.
