Research On Reorganization Of The Relief Institute Of Baoding In The Period Of 1928-1948

In the late Qing Dynasty and early Republic of China,the adoption of the virtuous women and its children by the entire houses and the adoption of abandoned babies in the nursery have played an important role in the maternal and child relief activities in Baoding.After the establishment of the National Government of Nanjing,the rules of the local relief institutes were promulgated in May 1928,and the relief institutes were set up in various places to educate people without self-help.In December,the Qingyuan County Government,together with the local gentry,reorganized charitable relief agencies such as Quanjietang,Yuyingtang,Puji Hospital,and Nourishment Institute in the region into the Second Relief Institute of Hebei Province,which is the largest relief organization in the province.In September 1937,when the Japanese occupied Baoding,the Second Relief Institute of Hebei Province died,and the Japanese puppet authorities took over it.In September 1941,the Qingyuan County was in short supply due to the shortage of the whole birth control system.In order to save money,the two departments were reorganized into the Relief Institute of Qingyuan County,and the refugee shelter was merged and managed together.In October 1942,the County Relief Institute was managed by Baoding,and it was renamed as the Relief Institute of Baoding.In July 1946 the former puppet the Relief Institute of Baoding petition to the county government for the record,renamed the Private Relief Institute of Baoding.In April 1947,with the CNRRA and the Emergency relief squadron ended their relief work in Baoding,the Hebei Provincial Department of Social Affairs reorganizing the original public and private relief facilities of Baoding into the Relief Institute of Baoding in Hebei Province for the purpose of improving the provincial government's regular relieving agencies for Baoding and enhancing business development in September.In November 1948,Baoding was liberated and the People's Government took over it.The reorganization of the relief Institute of Baoding have effectively integrated the relief facilities,optimizing the allocation of relief resources,and,it have realized the functions of rearing and controlling the society.As a relief institute that co-ordinates local public and private relief facilities,the alms house focuses on the socially disadvantaged groups.In the relief process,it pays attention to the concepts of parenting and self-help,and also establishes modern management systems such as the board of directors and fund management committee.However,because of its excessive attachment to political power,it survived and eventually itdied with the regime.
