Ethical Construction Of Service Oriented Government In China In The New Era

With the socialism with Chinese characteristics entering a new era,our government is facing a new international and domestic situation.With the continuous improvement of the socialist ideology with Chinese characteristics in the new era,the government’s traditional governance concepts,governance models,management methods,and behavioral methods are all undergoing changes.Although the pace of reforms in our government system has never stopped,it seems that the concept still lacks certain breakthroughs.On the one hand,the government is decentralizing power and streamlining institutions,but on the other hand it is setting up new functions.It is precisely this kind of contradiction.In the background,China puts forward the concept of "service-oriented government" and actively explores the ways of building a service-oriented government.The report of the 19th Party Congress put forward requirements,including changing government functions,deepening the decentralization of government power,innovating supervision methods,enhancing government credibility and execution,and building a service-oriented government that is satisfactory to the people.Therefore,the construction of service-oriented government is included in the main objectives of the government reform,and it is expected to become an effective lubricant between the government and the people,and enhance the interaction and contact between the government and the people.This paper attempts to start with the nature and ethical implication of service-oriented government,analyze the ethical issues that arise in the construction of our country’s service-oriented government in the new era,and try to put forward some suggestions for the ethical construction of our country’s service-oriented government.Service-oriented government is proposed by China.It has a new concept with strong Chinese characteristics.It is a form of government that represents the public interest,provides services for the people,and meets the needs of the people.The government represents the collective social needs of all members of society.It is the most pressing need of the people and has its inherent public nature.It is an open and transparent limited-responsibility government.As a service-oriented government,it is able to recognize its own ethical role(public person),its own ethical target(public interest),the direction of the functional change in the process of government transformation(public service),and the core ethical value orientation(public ethical value),can truly achieve a smooth transition of the government’s role,with efficiency and responsibility as a means to achieve social fairness and fairness.In the long-term exploration of the government’s management model in China,the construction of a service-oriented government has achieved significant social feedback and ethical results.For example,public service and public satisfaction have been improved,fairness and justice have become the primary value orientation,and administrative behavior is highly efficient and transparent.However,at the same time as achieving results,there are still some prominent ethical issues in the construction of service-oriented government,such as weak public servants’ consciousness,relative backwardness of institutional mechanisms,and choice of administrative ethics.Therefore,under the background of a new era,the ethical construction of China’s service-oriented government needs to further cultivate the ethical environment of the public society,build a good social public living environment and a mature citizen’s public awareness;adhere to the development of the socialist market economy and give play to the market economy ethics to the market.The utilitarian value of economic development and the purposeful value of human development;from the premise of straightening out the responsibility relationship among public management entities within a service-oriented government and fostering the pluralistic ethical subjects of public services,from the perspective of administrative ethics legislation,the government information disclosure system Starting from the construction aspect,through establishing and improving the ethical system of the statutory public managers in the operational mechanism,the government ethical behavior of the service-oriented government can be effectively standardized.The research and conclusions of this paper show that the ethical construction process of our country’s service-oriented government is a long-term,complex and arduous task.It requires our government to carry out long-term exploration in a new era.This article focuses on the in-depth discussion of the more typical ethical issues in the Chinese government’s system and organizational behavior,and believes that only by upholding the leadership of the Chinese Communist Party,we must adhere to the concept of socialism with Chinese characteristics,take the people as the core,and adhere to the foundation of socialist ethics and ethics.With the implementation of the reform of the government management model,it is only possible for China to build an efficient and complete service-oriented government as soon as possible,and to adhere to the concept of“serving the people”.
