Spatial Difference And Pattern Optimization For Service Level Of Public Cultural Facilities In Central Jinan

In the past 40 years of reform and opening up,the sustained and rapid growth of China's economy has led to an improvement in people's living standards.China has begun to transform into a developmental society.The main needs of the people have gradually shifted from subsistence needs to developmental needs such as self-development and spiritual culture.However,the serious shortage of public cultural services and the imbalance of the distribution of public cultural services have led to the inability to meet the rapidly growing spiritual and cultural needs.Public cultural services are an important part of building a moderately prosperous society in all respects.This paper summarizes the history and current situation of the development of public cultural facilities in Jinan,and then uses the methods ofdocument analysis,model construction and GIS spatial analysis to evaluate and analyze the distribution characteristics,accessibility patterns and service supply levels of various public cultural facilities in central Jinan.The study finds that:(1)Public cultural facilities have certain characteristics in spatial distribution.Among the five municipal districts,the number and distribution density of facilities in the Lixia District are the first.The number of facilities in the Huaiyin district is the least,and the distribution density of facilities in Licheng district is the lowest.However,spatial distribution types of the public cultural facilities in the five municipal districts are all agglomerated.The public cultural facilities are mainly distributed in the CBD area(north of Jingshi Road and south of Daming Lake),with less distribution in the farther areas.(2)Distribution and quantity of different facilities types are different.The cultural center has the largest number,the most extensive distribution,and the shortest distance between each other.Libraries,museums,stadiums,cinemas and performance venues have many high-level venues,and their service radius are wide,so they are far apart.Several types of facilities except the cinema show a clear agglomeration in spatial distribution.Cinemas show a certain even distribution trend.(3)Service levels in multiple core areas are relatively high,and service levels at theedge of the central city are generally low.The service level of the multi-class facilities in the northern and southern regions and the streets near the eastern boundary of the expressway is low.The old town of Jinan is the area with the highest level of public cultural facilities.The other areas with higher service levels are the four areas: along the Garden Road,the New district of the East and West,and the Qixian Street.The service level of public cultural facilities has an inverted “U” trend with low middle and high sides in the east-west and the north-south directions,and the correlation with population density is low.(4)The accessibility of public cultural facilities is generally good,but the proportion of the population in the quality service area needs to be improved.In the southern,southeastern and northeastern marginal areas of the central city,cultural services cannot be covered.More than 80% of the areas have access to cultural facilities within 60 minutes,and 90.27% of the population live in these areas.The area with a travel time of less than 20 minutes is about40.51%,mainly centered on the Shiliu-Shunhe elevated road.The service population of the area is 1,102,700,accounting for 53.89% of the total population of the central city.(5)Inductive analysis of the factors affecting the differences in the allocation of public cultural services in central Jinan mainly includes three aspects: the topography and the river,the history of urban construction,and the contradiction between the supply and demand of public cultural services.It points out the optimization plan of public facilities and puts forward five countermeasures.
