The Army Special Training Program(ASTP)is a military teaching program implemented by the U.S.Army in cooperation with colleges and universities during the Second World War.It was considered one of three wartime training programs during WWII,with the other two "Navy College training program"(or called V-12Program)and "Army Air Forces College Training Program".The ASTP was first made clear by the U.S.Department of Army on December 12,1942.It began in March 1943 and ended in June 1944.This Program aimed to make use of the university's equipment,ground and academic knowledge to train a number of specialists with expertise for the U.S.Army to meet the wartime needs.Historically,the military cooperation between the U.S.federal government and higher education institutions dates back to the Morrill Act of 1862.During World War I,the cooperation between the federal government and higher education institutions in military teaching and was seen in the development of the Reserve Officer Training Corps(ROTC)and Students Army Training Corps(SATC)programs.By World War II,the military teaching cooperation between the U.S.federal government and higher education in the United States had reached its climax.The Army Special Training Program is another exemplification of cooperation between the U.S.federal government and higher education institutions in military teaching.As the largest of three wartime College training programs,the ASTP has exerted a broad and far-reaching impact on the war process and the development of American higher education.During the WWII,higher education institutions gave full play to their social service functions,provided sufficient ground,universities' equipment and academic knowledge for the federal government and the military,trained a number of professionally trained professionals for the U.S.Army,and improved the overall quality of the military force.As the financial sponsor of higher education during the war,the federal government also provided students source and financial support for institutions of higher education facing difficulties.The federal government and higher education institutions worked together to win the war.The support of the federal government not only helped American higher education institutions survive the hardtimes during the war,but also expanded the influence of higher education on American society,promoted the social status of higher education in the United States,and promoted the further development of American higher education from popularize to popularization after the war.After World War II,promoted by the G.I.Bill of 1944,the cooperation between the United States federal government and higher education was maintained and further strengthened,and the military teaching cooperation between the two sides continued and served the Cold War.
