Political speech,as a weapon of political struggle, has strong political views. It can appeal and persuade people to follow the speaker's standpoint. The report puts the passage Silver Bullion Certificates: Speech of Hon.Edwin H.Conger of Iowa,Debate in the House of Representatives as the source text. The author translates it and analyzes the problems encountered during the translation process. The source text belongs to vocative text according to the text typology, the aim of the source text is to persuade people to agree with the original author's opinion. There are a lot of professional words and long sentences in the source text. The logical relation in some sentences is not clear. So the translation should use normative terms and make sure the structure well knit. The translation should pay attention to the readers' acceptability as well. The thesis chooses functional equivalence theory as a theoretical guide, and tries to use the appropriate and natural equivalences to represent the meaning that the original author wants to express. The translation report is divided into four parts. The first part is translation task description, and it mainly introduces the background and features about the translation task. The second part is the process of translation, which is about the translation preparation, the process of translation and the proofreading. The third part is case analysis, the author analyzes the example mainly in six aspects:improper understanding of word meaning, the translation of culture-loaded words, lack of logical relation, the translation of long sentences, the translation of action nouns and monotony of the translation as speech. The fourth part is about summary, and the author mainly summarizes the gains, problems to be solved and some feelings during the translation process.
