Study On The Imbalance Between Supply And Demand Of Public Cultural Services In Tongchuan

Since the establishment of the National Public Cultural Service System Demonstration Zone in Tongchuan City,the government has invested heavily in the construction of public cultural service supply.Therefore,the level of public cultural services in Tongchuan City has been significantly improved.This paper investigates the current situation of public cultural service supply in Yaozhou District of Tongchuan City and the satisfaction of public cultural services.It analyzes the imbalance between supply and demand in the supply of public cultural services in Yaozhou District of Tongchuan City.This imbalance indicates that the masses have a deeper and higher level of demand for the past and the present culture.Through the in-depth exploration of the imbalance between supply and demand of public cultural services in Yaozhou District,the causes of the phenomenon are analyzed from various angles,and combined with the actual situation of Tongchuan City,a rationalized solution is proposed.This paper summarizes the research topics at home and abroad,and uses the public cultural service system of Yaozhou District in Tongchuan City as the research basis.Through questionnaires and other methods,the people's satisfaction with public cultural services is obtained,and the Yaozhou District of Tongchuan City is discovered.There are imbalances in the supply and demand of public cultural services,such as the government's lagging supply and the strong demand of the masses,the ineffective supply of the government and the actual needs of the masses,the single supply of the government,and the diverse needs of the masses.And the analysis of the causes of imbalance between government supply and mass demand mainly exists in the government,grassroots cultural specialization,and the masses.This paper argues that local governments have deviations in terms of ideological understanding,role orientation,and cultural policy implementation;In terms of cultural specialization,there are problems such as insufficient ideological understanding,lack of cultural professionals,and prominent part-time work.The economic pressures at the grassroots level lead to less cultural pursuits,the regional environment leads to excessively conservative ideas,the old cultural activities are outdated,and the organization of civil organizations is managed.Not perfect and other reasons.Finally,combining various theories(involving public goods,new public service theory,public governance theory,and public service equalization theory),the solutions and measures for the imbalance of supply and demand of public cultural services in Tongchuan City are proposed.Emphasis is placed on the government's efforts to increase the supply ofpublic cultural services in Tongchuan by increasing funding for public cultural services,innovating the operating environment for public cultural infrastructure,smoothing channels for expressing interest to the public,and innovating ways and means of government public cultural services;By strengthening the training of grassroots cultural personnel,extensively absorbing professional cultural talents,and improving the grassroots cultural special examination and reward mechanism to improve the lack of grassroots cultural expertise;the masses can express cultural needs by enhancing the democratic participation of the masses in decision-making and the selection of representatives of the masses.The development of mass culture to enhance the quality of the masses,thereby enhancing the enthusiasm of the social groups and the ability to make decisions,truly solve the practical problems faced by Tongchuan public cultural services from the root causes,and fully exert the service supply efficiency.
