cultural infrastructure is perfect.Henan province is a big cultural province,is the innovation of Chinese historical civilization,relying on the rich cultural resources,henan accelerate henan cultural undertakings and cultural industries and infrastructure construction.Henan province in 2017 proposed the construction of cities in henan province to quality,and the project implementation plan ",aimed at by 3 to 5 years of efforts,improve infrastructure and public service facilities,improve facilities construction of culture,realize the strategic target for cultural strong province.PPP mode has a broad prospect in the cultural infrastructure PPP project in henan province and will enter a peak of development.Cultural infrastructure projects focus on social benefits,belongs to the project of congenital economy is weak,and facilities for the construction of the operating cost of investment is very big,this means that the potential risk of loss is very big,the PPP project participants in the project of the whole life cycle are extremely takes the risk problem,because the control of project risk and project's ultimate success are inseparable,only the systematic risk assessment,to develop effective risk response.In order to reduce the risk caused by huge losses in the construction of cultural facilities,to ensure the effect of the cities in henan province about construction project quality,to add a security guarantee to the implementation of the PPP mode,the henan cultural infrastructure PPP project risk assessment is of great importance.The main content of this article includes four aspects:(1)Through the analysis of the status quo of cultural infrastructure investment of henan province,found that the existence of cultural infrastructure investment of henan province: cultural funds investment insufficiency,the modern culture needs to improve infrastructure,the facilities are equipped with low quality,low degree of marketization,and the utilization rate is not high.Through the analysis about the present situation of cultural infrastructure PPP project in henan province,found that cultural infrastructure PPP projects in henan province faces: relevant policies and laws and regulations,and lack of social capital to participate in the driving force,the risk assessment mechanism imperfect and so on.(2)Carry out risk assessment and analysis on the PPP project of henan provincial cultural infrastructure.First in risks related research literatures and collect related information data,on the basis of combination of cultural infrastructure PPP project risk characteristics,edit the risk list,and then used the interview method,selection of henan cultural infrastructure PPP project related participants in the interview,Finally,the risk factors of 6 primary indicators and 22 secondary indicators were identified.Then,based on the analytic hierarchy process,the hierarchical index is constructed and the risk assessment process based on ahp is finally determined.(3)An example is applied to the PPP project of puyang sports center.Firstly,the project overview and operation process are expounded,and the necessity and feasibility of adopting PPP mode are analyzed.Secondly,according to the feasibility study report of the style center PPP project,the risk factors index of the stylistic center is determined according to the risk hierarchical structure established in the previous article.Finally,the risk assessment based on analytic hierarchy process(ahp),the result shows that the operational risk,financial risk,construction risk an important high degree in the whole project,in combination with the practical situation of the project,to develop a risk response.(4)In the process of case analysis,found in henan province cultural infrastructure PPP project overall risk problem is more,this paper puts forward Suggestions,namely: the perfect related policies and laws and regulations,reasonable to coordinate the relationship between the parties and cultivating professional talents,perfect the system of risk assessment,and increasing the PPP pattern of capital supply channels,relying on multiple financial means to support the development of culture,enhance the confidence of social capital,design conforms to the cultural characteristics of architectural patterns.
