A Study On Risk Management Of PPP Mode In Green Boat Cultural Industrial Park Chengdu,Sichuan Province

At the Sixth Plenary Session of the 17 th Central Committee of the Communist Party of China,the strategy of strengthening the country through culture was put forward in an all-round way.Since then,China's cultural industry has developed rapidly,and under the general trend of international development of cultural and tourism industry,it has increasingly reflected the impact on China's sustainable economic development and industrial structure adjustment.As the basic carrier of promoting the optimization and adjustment of local industrial structure,the economic and social benefits of cultural and tourism projects are becoming more and more prominent.It not only provides good conditions for local investment in the process of international exchange,but also provides a large number of jobs for the rapid improvement of regional people's material and spiritual and cultural life level,provides a large number of jobs,and promotes the overall environment of China's industrial structure adjustment and upgrading Coordinated and sustainable development with social economy plays an increasingly important role.As the embodiment of a country's comprehensive strength,cultural tourism industry projects directly affect China's cultural soft power and cultural industry innovation strength.Under the background of China's strategy of building a socialist cultural power,the development of cultural and tourism industry projects will be more and more important.Under this background,this paper mainly takes the risk management of cultural industry park under PPP mode as the research object,and takes Qingyang Lvzhou Cultural Industry Park in Chengdu,Sichuan Province as a specific case.Based on the relevant theories of Cultural Industry Park characteristics,PPP mode,risk management and project differentiation,this paper conducts risk identification and analysis of the case,and puts forward countermeasures and suggestions.According to the research context,this paper first describes the research background,significance,content,method,the current research situation at home and abroad,as well as the deficiencies in the research,and expounds the risk management theory,principal-agent theory,project differentiation theory to establish a theoretical analysis framework for the project analyzed in this paper.Based on the analysis of the application mode,feasibility and influencing factors of the PPP mode in Qingyang Lvzhou Cultural Industrial Park in Chengdu,Sichuan Province,this paper evaluates the risk responsible person,risk source and so on in the implementation process of PPP mode,and clarifies the ideas and principles of risk response,and puts forward the political risk,economic environment,market risk and political credit from the two major aspects of government and enterprise Risk and partner risk and other specific aspects put forward specific executable risk management program.
