Research On The Protection Andutilization Of Traditional Village Culture In Ethnic Fusion Areas From The Perspective Of Multi-center Governance

Traditional village is the main carrier of the Chinese agricultural civilization and the excellent traditional culture,in which contains a valuable material and non-material resources.In the process of urbanization,the rural population migrate to cities,the traditional villages are facing problems of "abandon nest" and "empty nest",meanwhile,the ancient cultural heritage,such as ancient buildings,are out of repair for years,and the non-material resources such as traditional techniques are fail to be handed down from past generations.The Polycentric governance theory provides a new pathway for the governance of public affairs.The study from the perspective of polycentric governance has important theoretical and practical significance for the protection and utilization of traditional village culture,and further expands the application field of polycentric governance theory.Longsheng Zhuang in Ulanqab city,located in the border of Shanxi province and Inner Mongolia Autonomous Region,was once the center of Mongolia and Russia.It brought up the "xikou" culture which combines the farming civilization of central China with the grassland culture of border areas,and integrates Mongolia and Han culture.With the era development,it gradually becomes declining.In recent years,through various efforts,in the use of traditional village culture protection has made some work,project application and quotation made a positive,to raise funds for repair of traditional architecture,the construction of the museum of the traditional village culture for centralized protection and so on,make some material cultural heritage and intangible cultural heritage get eco-systems,awaken the villagers to the traditional village culture identity,visibility improved obviously but there are still some problems,such as,protection and utilization planning and the actual working condition is not consistent,single protection subject,the channel that many main body participate in government is not smooth,etc.Basing on the polycentric governance theory,this paper takes Longsheng Zhuang in Ulanqab city as an example,and expounds the present situation of protection and utilization of the traditional village culture in this fusion area,deeply analyzes the reasons and puts forward ideas and suggestions trying provide new governance model to expand the governance body,broaden the financing channels,and to achieve effective experience in the protection and utilization of the traditional village culture in areas with similar characteristics.With the measures mentioned above,this paper could provide a solution to the problems,to promote the traditional villages achieve development on a sustainable path.
