Language is an important part in the process of human development.With the development of national form,the legal form of language-language policy begins to appear.As for today,language policy has become one of the key concerns of governments and research institutions.Chinese language research started in the 1960 s and started later than the western language policy research.However,with the promotion of“The Belt and Road”,the language policy research in China has a good development momentum.The research direction is mainly the formulation and implementation of language policy theory,national language policy and foreign language policy.However,the study of the language policy of the three Baltic countries needs further exploration.The language policy of the three Baltic countries is characterized by their complicated history and numerous nationalities,which leads to their national language policy having obvious particularity,which can be used for reference and worth studying.Firstly,the paper makes a detailed analysis of the government reports and legal provisions of the three Baltic countries.On this basis,with the help of literature,the paper discusses the development course and main content of the language policy of the three Baltic countries.Comprehensive analysis is made on the effect of influence.From the comprehensive perspective of synchronic and diachronic research methods,this paper makes a horizontal analysis of each important language policy stage of the three countries in order to gain a more comprehensive understanding of the language policies of the three countries.In the end,the author makes a comparative analysis of the language policies of the three countries and sum up the three Baltic countries and China language policy mutual enlightenment.The full text is divided into six chapters:The first chapter is “An Introduction”.This chapter explains the background,purpose and significance of the study,presents an overview of the linguistics,language policy and language policy of the Baltic countries at home and abroad,and defines the concepts of language policy,language planning and language strategy.Chapter two is“The language policy of Estonia”.This chapter mainly expounds the background of Estonian language policy and the state of national language and the development of Estonian language policy from 1940-1944-1991 and after 1991,and makes a brief analysis of the influence of Estonian language policy on the national languages and national foreign languages.Chapter three is “The language Policy of Latvia”.This chapter takes the background of Latvian language policy and the situation of national language as the main content of the language policy of Latvia 1918-1940,1940-1944-1991 and after1991,and analyzes the influence of Latvian language policy on the national languages and national foreign languages.Chapter four is “ The language Policy of Lithuanian ”.The background of Lithuanian language policy and the state of national language and the language policy of Lithuania 1918-1940,1940-1944-1991 and after 1991 are reviewed in detail,and the influence of Lithuanian language policy on various national languages and national foreign languages is analyzed.Chapter five is “The comparison of the language policy of the Baltic Sea three countries ”.This chapter is the core part of the article.After understanding the language policy and its correlation of the Baltic Sea three countries,through comparative study,find the historical process of the Three Kingdoms,the theoretical basis,the practice model,the influence of effectiveness and the European Union are common,the national pattern and the language attitude are different.And analyze and sum up the three Baltic countries and China language policy mutual enlightenment.The sixth chapter is epilogue.This chapter summarizes the contents and viewpoints of the full text,and points out the limitations and shortcomings of the study.Through a comparative analysis of the three Baltic countries,it is not difficult to find that the three countries,due to the similarity of their history and national conditions,have consistently advocated the national language in their language policies,and they have consistently resisted Russian.Now they are aware of the language threat of English and other foreign languages.Although the language policy of the three countries has been adjusted and changed because of the situation,its policy aim has always been to integrate the national language,regulate the national politics and consolidate the state rule.
