Research On The Supply Of Public Cultural Service In Qingdao

As an important part of public services,public cultural services not only guarantee the implementation of important policies such as "cultural benefit to the people" and "cultural precision in poverty alleviation" in recent years.It also provides an important dynamic support for the prosperity and development of the cultural cause.In recent years,with the economic and social development of Qingdao City and the continuous improvement of living standards,the people's demand for spiritual culture has also increased.In order to meet the increasing needs of Qingdao citizens for modern spiritual culture,There is an urgent need to integrate all kinds of social cultural resources,excavate the endogenous motive force of Qingdao culture,mobilize the cultural leadership of Qingdao city,and expand the public culture.The effective supply of services provides the people with better cultural services and fully protects the basic cultural rights and interests of the general population of Qingdao.However,many problems in the process of providing cultural services to the people hinder the development of public cultural services in Qingdao.This paper summarizes the present situation of the supply of public cultural services in Qingdao by means of literature research,and expounds the problems existing in the supply of public cultural services in Qingdao by means of questionnaire survey and random interview.The main reasons of hindering the supply of public cultural services in Qingdao are further analyzed by using statistical analysis method,and the solutions to the problems are put forward.Through the on-the-spot investigation of Qingdao City,it is found that although Qingdao City has taken measures to improve the supply capacity of public cultural services,it still faces the dislocation of supply and demand,the obvious supply gap,and the low socialization of supply.There are many problems,such as low quality of supply and service,lack of specialization and so on.Among them,neglect of demand side,imbalance of supply structure,imperfect supply mode,imperfect operation mechanism and lagging behind of system innovation are the important reasons of supply problems.Based on the theoretical support of the new public management theory and the new public service theory,this paper controls the details of the paper from the micro point of view;The theory of multi-center governance is used to lay a theoretical foundation for the discussion of the supply relationship between the government,the market and thethird-party forces.Based on the theory of new supply economics,this paper puts forward the suggestions of seamless connection between supply and demand,deepening adjustment of supply structure,continuous optimization of supply pattern,continuous improvement of supply operation mechanism,and active arrangement of institutional innovation in the integration of supporting resources from a macro perspective.In order to play a positive role in solving the problem of the supply of public cultural services in Qingdao,it is expected to provide new ones for the supply of public cultural services in Qingdao.Development concept to promote the modernization of Qingdao public cultural service system.
