Study On The Policy Implementation About The Project Operation Of Public Cultural Services

Public cultural service system construction is a part of the national public culture constitute strategy,in recent years,central and local governments introduced a number of policies to promote the construction of public cultural service system,to ensure the supply of public cultural resources,to improve public cultural service capabilities,launched a series of cultural services projects that are closely related to people's life.Among them,creating a national demonstration area of public cultural services system(referred to as “creating demonstration area”)is jointly implemented by the Ministry of Culture and the Ministry of Finance in a "five-second" period,as a strategic cultural“popularity-winning”project,it stressed characteristic,people-benefit,demonstration and promotion.At the same time,it is a special institutional arrangement in our country public culture service system construction of the new period,the second batch of creation work is in full swing.Because of implementation of short time,still in the early stages of research,the relevant theoretical research is less.In this paper,taking Smith policy implementation model,in combination with “executive structure-policy implementation-executive results” theoretical framework,from policy implementation foundation,environment,process and result dimensions to analyze policy execution of creating demonstration area.The study found that the main factors influencing results of the creating of demonstration area are as follows:the policy itself,policy environment and executive body of policy.Among them,the executive body of policy implementation performance have a decisive role,therefore this article emphasis to government departments,NGOs and ordinary people in the process of ‘creating demonstration area' policy implementation in logic and analyzes their behavior under the participated logical.Objectively presented the enforcement and effect of ‘creating demonstration area' policy.Thesis consists of four parts: the first part introduces the background of the research,combing the domestic and foreign research present situation,elaborate research purpose,significance and methods.The second part defines the follow concepts: public cultural services,public policy implementation,and the project system,and summarized the relevant theoretical basis of this study.The third part is to provide for public cultural services project,based on recent public cultural service project engineering,aims to highlight the country through the system of public cultural services demonstration zone with the particularity of public cultural services and demonstration.The fourth part analysis the implementation of the process of policy "creating demonstration area ",the focus is on participation logic and behavioral strategies.The fifth part is about reflections of suggestions for improving the execution of policy "creating demonstration area ",such as perfect policy-making,improve execution environment,enhance the participation subject quality,optimizing implementation results.
