Technical texts are intended to convey accurate technical information to target readers. Thus, technical translation aims to produce versions with accurate words and sentences that conform to standards of technical texts. From the perspective of word, most core words in technical texts are well-known professional terms. When a translator has to solve the problems related to professional terms, polysemic words or confusing phrases,he or she is obligated to come up to the most accurate translation. As of sentences, elliptical sentences and passive voice are frequently used in technical texts, and the sentence structure is not very compact, while the distinctions between the important and the lesser one as well as the representations are very clear and sentences are highly correlated. The translation should remain simple and objective on the premise that the original information and logic are faithfully conveyed. In the entire translation process of technical text, parallel texts can play a great role First, for a layman in technical field like the author, parallel texts have the unparalleled advantages over the ordinary technical dictionary, that is,to help the author have some basic knowledge of this technical field in the preparation stage before the actual translation and ensure that the author can correctly understand the text content in the entire translation process;second, during the actual translation process, parallel texts help the author standardize the terminology of terms in the translated text, identify the exact meaning of polysemic words and avoid taking the words too literally;in addition, during the translation and proofreading process, parallel texts as the reference, can help keep the translated text in line with the genre norms in the target language as close as possible, from the perspectives of both vocabulary and sentence. Thus, target readers can better receive the original message based on their familiar norms and hence the communication purpose can be achieved.Based on the translation of "Hub-II New Coal Based Power Plant—Procurement Strategy&Plan" and under the guidance of Skopos theory, this paper analyzes the value of parallel texts presented in the application in technical translation from the perspectives of vocabulary and sentence, and proves that parallel texts can make up for the translators' inadequate knowledge about a certain technical field;meanwhile, parallel texts contribute to producing a translated text that conforms to the genre norms of the parallel text of the target language, and meets the translation criteria of the three Rules of Skopos theory-Skopos Rule,Coherence Rule and Fidelity Rule, for the purpose of high degree of readability and accuracy as well as conformance to the genre norms in the target language, with the aid of which the translated text can be coherent and be in line with the genre norms in the target language and faithful to convey the exact information, and thus target readers can better receive the information conveyed in the original text.
