Research On Citizen Participation In Public Cultural Services In Beilin District

With the developing of economy in the new century,the needs of citizens’ cultural life are increasing day by day.But the construction of public cultural services is a long-term systematic social project.Even though the government stay in a dominant position in the field of public cultural services,the government cannot provide sufficient and effective services in the field of public cultural services on its own.So,there is a need in public cultural services that give full play to the role of citizen participation.On the one hand,it can alleviate the shortage of government resources,reduce the burden of government responsibilities,and ensure the effectiveness of public cultural services;on the other hand,it can improve citizens’ awareness and ability to participate.How to promote citizen participation in public cultural services and form a good cooperative governance is the focus of this article.The definition of public cultural services and citizen participation has be stipulated at first in this article,and demonstrates the value of citizen participation in public cultural services.This article is based on a theoretical foundation that combines public product theory,new public service theory and polycentric governance theory.Secondly,it briefly introduces the current situation of public cultural services in Beilin District and the participation of citizens in public cultural services.Third,combined with the survey data,it is believed that there are low willingness to participate in public cultural services,poor civic participation process,inefficient use of funds in the field of public cultural services,and the lack of volunteer teams to play their due role,and discuss The reasons for these problems include the influence of traditional feudal political ideas,the incomplete guarantee system and regulations for citizen participation,the inadequate guidance of public cultural service funds,and the insufficient organization of volunteer teams.Finally,on the basis of summarizing the experience of citizens’ participation in excellent public cultural services in a locality,four aspects: the construction of a participatory atmosphere,the improvement of the participation system,the guarantee of participation funds and the construction of participating organizations(take volunteer organizations as an example)are proposed.Countermeasures that help citizens participate in public cultural services in Beilin District.
