After the world war ?,with the third scientific and technological revolution,the national economy of the United States grew rapidly.Many people believed that the United States entered the “affluent society”,but there were a large number of poor people behind the “affluent society” in the United States.In the face of the issue of poverty,the President of the United States Lyndon Johnson launched “The War on Poverty” liberal reform.The promotion of militarization and the progress of scientific and technological revolution promoted the prosperity of American economy and accumulated a large amount of wealth and material.The rapid economic growth covered up many problems in the American society,such as the widening gap between the rich and the poor,inequality of opportunities,high unemployment rate and racial discrimination,affecting the harmonious development of the American society.In the early 1960 s,American writer Michael Harrington pointed out in his book “The Other America:Poverty in the United States” that there were still a large number of the poor in the rich America.The problem of poverty attracted the attention of the the United States Federal Government.Under the slogan of "new Frontier",the President John Kennedy actively addressed the problem of poverty in the United States.The cause of fighting poverty was suspended by the assassination of John Kennedy.After Lyndon Johnson became the President of the United States who began to solve the problem of social poverty under the guidance of the spirit of liberal reform.According to the analysis,the poor in American society were mainly made up of workers,blacks,farmers and the elderly.The third scientific and technological revolution made the the people of less education and the less ability unable to adapt to the needs of the society who gradually reduced to the underclass.The rising Black Civil Rights Movement constantly resisted racial discrimination and class differentiation in the United States,which sounded the alarm for Lyndon Johnson's Anti-Poverty Program.The liberal reform of successive American presidents had provided a solid theoretical foundation and rich practical experience for the Anti-Poverty Program of Lyndon Johnson's Administration.With the help of liberals and progressives,the Lyndon Johnson administration's Anti-Poverty Program wasdesigned to bring equal opportunity and fair service to America's Poor.The Anti-Poverty Program covered a wide range of the poor that included capable laborers at the underclass and the incompetent people.It was a relatively comprehensive reform.Lyndon Johnson Administration's Anti-Poverty Program had achieved good results that the poor of American society had been reduced,the poverty rate had been reduced and the poverty had been improved.However,because of the mismanagement of the late Lyndon Johnson Administration and the impact of the Vietnam War,Anti-Poverty Program emerged various contradictions which finally affected the development of Anti-Poverty Programs.
