Starting with the frame theory, the present study explores the cognitive process and frame operation of the translators.Frame theory advocates exploring the formation and interpretation of language from the cognitive process, which provides a pretty newer perspective to the construal and description of lexical meaning. Thus, frame theory is of great significance to translation both theoretically and practically. And scholars from both home and abroad have conducted some researches on translation study by applying frame theory to translation. However, there still can be further development in terms of legal translation. Thus, the present study tries to provide a new perspective to the translation of legal terminology by way of taking the relationship between meaning and human cognition into consideration.By applying what have been gained from frame theory to the translation of legal terminology, the translation process is to find linguistic symbol which can evoke the cognitive frames identical or similar to those in the source language.Besides, based on frame theory, the author classifies legal terminology into three kinds of frames, namely, corresponding frame,partially-corresponding frame, and zero frame according to the degree of terminological incongruence. Then,Based on these classifications, the author readjusts the translation techniques into frame correspondence, adjustment of frame element, addition or deletion of frame element, adjustment of frame level, and frame replacement with a view of eschewing the frame conflicts and precisely understanding the meaning of legal terminology.
