At present,China's economy is booming,its comprehensive national strength is significantly enhanced,the society is in an important transition period,and the residents have undergone a comprehensive and profound revolutionary change in their way of life and values,from the pursuit of subsistence,food and clothing to all-round development.But at the same time,the contradictions in the field of basic public cultural services in China are also constantly emerging.Residents are increasingly demanding that the government provide high-quality and efficient basic public cultural services,and the demand for realizing their basic public cultural rights and interests is also increasing.Therefore,how to provide adequate and balanced basic public cultural services on the premise of ensuring fairness and efficiency,better meet the needs of the broad masses of residents at the spiritual and cultural level,lead the new trend of society,and promote social development,has become a key issue that governments at all levels need to solve urgently.Shandong Province is located in the eastern coastal area of China,and it is a major province of population and economy.This paper studies the supply of basic public cultural services in Shandong Province,which is of great significance both in theory and in reality.In theory,through the establishment of evaluation index system,this paper systematically uses factor analysis,entropy method and coefficient of variation method to evaluate the supply level of basic public cultural services in Shandong Province,which can provide reference for similar research in other provinces in China.In reality,it can play the role of cultural cohesion and guidance of basic public cultural services,guide the development direction of public cultural services,promote sustainable and coordinated development of 17 cities in Shandong Province to a certain extent,further improve the supply system of basic public cultural services in Shandong Province,and improve the supply efficiency of basic public cultural services in Shandong Province as a whole.In the second chapter,this paper introduces the related concepts and theoretical basis of basic public cultural service supply,which provides theoretical support for the following analysis of the current situation of basic public cultural service supply in Shandong Province.Chapter three analyses the supply of basic public cultural services in Shandong Province from the current situation of government input and output of basic public cultural services.The current situation of the government's investment in basic public cultural services is comprehensively measured by four indicators: cultural expenditure,the proportion of cultural expenditure in financial expenditure,per capita cultural expenditure,and the number of cultural undertakings practitioners from the two levels of capital investment and human resources investment.Through the analysis,it can be seen that the funds for cultural undertakings and per capita cultural undertakings in Shandong Province are increasing,but there is a big gap compared with other social basic public services such as education,medical treatment,science and technology in the same period.In addition,the proportion of cultural undertakings in financial expenditure in Shandong Province is relatively low,and the number of cultural undertakings practitioners in most cities is declining,compared with the basic public services.The importance of co-cultural services to economic and social development does not match.The government reflects the output s tatus of basic public cultural services mainly through the construction of major cultural institutions in Shandong Province.The results show that Shandong Province pays more attention to the construction of various standardized basic public cultural services facilities.The fourth chapter is the empirical analysis of the difference in the supply of basic public cultural services in Shandong Province.Through the establishment of evaluation index system,the supply level of basic public cultural services in Shandong Province is comprehensively evaluated,and the supply differences among different regions are analyzed by single index,comprehensive index and trend analysis.The results show that the level of basic public cultural services is positively correlated with the level of economic development to a certain extent,and the imbalance of regional economic development is the reason for the large gap of basic public cultural services among cities in Shandong Province.Although the regional supply gap of basic public cultural services in Shandong Province shows a narrowing trend,it shows that the Shandong government promotes the equalization of basic public cultural services.Some achievements have been made,but in general,regional supply varies greatly and the overall level of equalization is very low.The fifth chapter analyses the problems and causes of the supply of basic public cultural services in Shandong Province.The results show that there are some problems in Shandong Province,such as the large gap of financial funds supply between regions,the low utilization rate of public cultural infrastructure and the shortage of public cultural talents.The reasons for these problems are that the promotion effect of transfer payment on equalization is not obvious,and the local government has no obvious effect on equalization.The basic public cultural service consciousness is not strong,and the government performance appraisal mechanism and accountability mechanism are lacking.Finally,through the analysis of the above parts,the paper puts forward the countermeasures to improve the supply level of basic public cultural services in Shandong Province,and summarizes the conclusions of the study,and puts forward research prospects for further study.The countermeasures mainly include:(1)improving the financial transfer payment system to reduce the supply gap between regions;(2)promoting the transformation and upgrading of the government and enhancing the awareness of cultural services;(3)improving the performance appraisal system and establishing the accountability system;(4)innovating the form of cultural supply to improve the service experience of residents;(5)improving the personnel security,funding implementation and maintenance of public cultural facilities.Management mechanism to improve supply performance.
