The socialism with Chinese characteristics has entered a new era,and the main contradictions have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.People's material life is greatly enriched while their needs for spiritual life are also increasing.Since the 18 th national congress of the CPC,China's cultural industry has been developing continuously, and the proportion of added value of cultural industry in GDP increased from 3.67% in 2013 to 4.14%in 2016.However,cultural products still do not meet people's cultural needs, and their contradictions are becoming more and more prominent.Cultural industry,as the main industry field of spiritual and cultural products, understands its competitiveness and influencing factors, which helps to grasp the development trend of cultural industry, thus making the production of spiritual and cultural products more efficient and high-quality,and further alleviating the main social contradictions.By introducing the theory of competitiveness, this paper tries to design an evaluation model suitable for the competitiveness of China's regional cultural industry, and the evaluation index system is established in two dimensions: cause and result, environment layer, core layer and basic layer. The data was collected to calculate the first-level index score, and it was found that the overall demand situation in China was relatively strong, while the innovation ability was obviously insufficient.According to the score of first-level indexes in each year, the dynamic evaluation method was used to calculate the competitiveness of the cultural industry in 31 provinces, autonomous regions and municipalities directly under the central government from 2013 to 2016.It was found that the overall competitiveness of China's cultural industry was steadily improved and tended to be balanced, but the differences among different regions were wide. The competitiveness of the cultural industry presented a situation of "east high and west low".By a weighted calculation of the competitiveness of the culture industry,it's a total score of the various regions, and it is divided into the developed regions, the general areas, and the less developed regions, using the natural discontinuities. It is concluded that the competitiveness of China's regional cultural industry is distributed in a "pyramid" form, and there are only six provinces and cities in developed regions, such as Guang-dong.To further screen the factors influencing the competitiveness of China's cultural industry, and analyze the regression analysis of the competitiveness score with each region. The results show that economic level, urbanization level and financial support have a significant impact on the competitiveness of cultural industry, and economic level has thelargest impact on developed regions, urbanization level has the largest impact on less developed regions, and financial support degree has the largest impact on general regions. Finally put forward the policy recommendations to increase the competitiveness of cultural industry.
