The Study Of The First Council About The Communist Party Of China In Zhangjiakou In 1946

On August 23,1945,the Communist Party of China liberated Zhangjiakou and established the zhangjiakou municipal government.After eight months of governance by the Communist Party of China in Zhangjiakou city,Zhangjiakou city gradually became stable.In order to further built the democratic and prosperous new Zhangjiakou city and encouraged citizens to take an active part in the democratic political construction,the 44 th meeting of the administrative committee of the Jinchaji border area of the Communist Party of China decided that the Zhangjiakou municipal government held a democratic election in April 1946 and set up the municipal council.According to the instructions of the Jinchaji border commission,the Zhangjiakou municipal government of the Communist Party of China held a senate election on April 7 and set up the first council on April 26.Based on the archives,newspapers,periodicals as the raw materials as foundation,through the combing to literature and historical data,taking the research method of quantitative analysis and qualitative analysis,the Communist Party of China of the democratic practice in Zhangjiakou,during the process of the council of the Communist Party of China of investigation,to return to preparation for the senate,senate race,the building of the senate and run situation,the following conclusions:Under leadership of the Communist Party of China,the election of the first senate of the Communist Party of China of Zhangjiakou in 1946 basically reflected to democracy,which is manifested in the expansion of the scope of senate election,the increase of voter participation,the implementation of the "three-and-three system" policy for the cadres the Communist Party of China in Zhangjiakou,and the standardization of election procedures.However,in the process of senator election,there are some phenomena,such as grassroots cadres forced to candidates to nominate,forcibly occupied propaganda tools and deceived voters,which also hindered the process of democratization.Through the investigation of the many bills that were established and passed by the council of Zhangjiakou,the context of the implementation of the bills was clarified under the joint efforts of the council,the municipal government and people from all walks of life,so as to conclude that the council has possessed the characteristics of modern democratic politics.The establishment of the Zhangjiakou municipal council of the Communist Party of China is enough to show that the Communist Party of China in the 1940 s took a solid step in leading the Chinese people to practice democracy.However,because of the war,the council of the Communist Party of China of Zhangjiakou was only in operation for five months,and all the bills passed by the council could not be implemented.This is actually the Communist Party of China in the democratic practice in Zhangjiakou regret.
