This report is based on the interpreting task of the Belt and Road International Official Exchange Program, namely Seminar on the Circular Economy and Ecological Civilization Construction in Developing Countries. The Program is sponsored by National Development and Reform Commission?NDRC?and organized by The International Cooperation Center?ICC?,an executive department of NDRC.From August 29th 2017 to September 18th 2017,the interpreting task was accomplished by the interpreter with the application of relevance theory with its corresponding tactics to the practice.Guided by relevance theory,it is intended to achieve optimal relevance by adopting corresponding tactics in interpreting. In relevance theory, relevance refers to the cognitive and inferring process in communication. The success of language communication relies on the participants'understanding of relevance, and the key is to obtain the optimal relevance. The degree of relevance depends on the effort of the communicator and the contextual effect. In language communication, the understanding of interpreting means pursuing relevance of utterances by the communicator. In order to seek the optimal relevance, the interpreter should try to attain sufficient contextual effect with relatively minimal cognitive effort. The analysis of the interpreter's application of the optimal relevance theory and its corresponding translation strategies in the interpreting task shows that:1)The interpreter needs to choose appropriate expressions of the target language in accordance with differences in cultural context so as to make information receivers understand effectively and get enough contextual effect, which can be more accessible in achieving optimal relevance.2)According to the variances of situational context?field, tenor, and mode?,the expressions of the target language can be altered to make listeners acquire the optimal contextual effect at the least cognitive effort so as to achieve optimal relevance.3)Based on the principle of optimal relevance, the interpreter needs to select domestication or foreignization to interpret. This report consists of four chapters. The first chapter is an introduction to the program and interpreting task. The second chapter describes the preparation before interpreting.According to attributes of the preparatory,it can be divided into verbal preparations,non-verbal preparations, and theoretical preparations. In the Chapter Three, interpreting cases are analysed by applying optimal relevance and corresponding tactics. The Chapter Four is the assessment of the task based on feedback from clients and self-evaluation of the interpreter. It is concluded that relevance theory is of guiding significance to interpreting practice, and that this report can serve as a reference for interpreting for foreign affairs.
