China is taking a more active and inclusive attitude in managing global affairs after 40 years of reform and opening up.From the domestic background of deepening the policy of reform and opening up as well as the international environment of improving globalization,“go global”and“bring in”is the official meaning.China needs to constantly attract heterogeneous cultures and export its soft power At this time,C-E translation declares its importance of the times.However,compared with non-official cultural exchanges such as film and television,literature and music,etc.,official cultural exchanges have a relatively smaller number for the fact that government documents are more solemn.With the proposal of the Belt and the Road Initiative,the Government Work Report is increasingly important for it is a significant platform for official communication,and its C-E translation asks for a higher standard.There are three reasons accounting for selecting the 2018 Government Work Report of Haimen as a translation project:First of all,appropriate C-E translation of the Report is of vital significance for establishing the official image.Secondly,as one of the political articles,the Report has strong political sensitivity which contains a lot of vocabulary and idioms full of Chinese flavor involving fields such as politics,economy,culture,and people's livelihood,etc.Besides,the Report carries its own characteristics of the way of expression and the text structure,such as the use of four-character phrases and parallel syntactical structures,which puts forward higher requirements for C-E translation.Thirdly,the author has been engaged in official document writing for a long time and has a strong interest in the C-E translation of such texts.This thesis aims to analyze the characteristics of the Report in the process of C-E translation and to summarize its translation strategies and techniques.In Chapter 1,the author introduces the background of exploring the C-E translation of the Report,and summarizes the purpose and significance of the project.In Chapter 2,the author describes the task process in detail,during which she classifies the linguistic and cultural features of the Report,and analyzes linguistic features at levels of lexis,syntax and text respectively,while cultural features from the perspectives of political terms and idiomatic phrases.In addition,the author puts forward some reflections on the difficulties encountered in the process of translation-namely,the seriousness of the text,the diversity of subjects,and the political nature of the materials.In Chapter 3,the author gives a brief introduction to Newmark's text-type theory,and semantic translation and communicative translation theory based on it.The author further proposes that the Report belongs to informative-functional text by comparing differences and similarities between semantic translation and communicative translation,but the expressive-function and vocative-function should also be taken into account in C-E translation.In Chapter 4,based on Newmark's translation theory,the author puts forward accuracy,naturalness,standardization and conciseness as four principles for C-E translation of the Report.And she further discusses translation strategies and techniques at levels of lexis,syntax,and text respectively in the C-E translation practice of the 2018 Government Report of Haimen.According to the above research,the author attempts to summarize preliminary solutions to deal with problems caused by linguistic and cultural features in C-E translation of the Report,and provide reference for other translators and a guideline for the author's translation practice.
