With the development of China’s "One Belt and One Road",China seeks more cooperation with other countries and forges closer ties with the world.As a result,it is urgent to do a good job in the translation of China’s external publicity.Local government work reports can serve as a display window to show the regional economic development to the outside world,so that foreign investment can be attracted and the regional economy can be promoted.Therefore,the translation study of its government work report is of high value.In this translation practice,2019 Shijiazhuang Municipal Government Work Report is chosen to be the translation text.There are mainly two reasons.Firstly,as an external publicity text,2019 Shijiazhuang Municipal Government Work Report is highly politically sensitive.It contains many words and phrases with Chinese characteristics,covering politics,economy,culture and other fields with strong comprehensiveness.Secondly,it is hoped that the translator can take this opportunity to have a further understanding of the construction and development of his hometown and he can make his own contribution to its vigorous development.The translator also hopes to explore the translation methods of translating local government work reports on the basis of predecessors,so as to provide some reference for future generations to carry out such translation studies.Under the guidance of Newmark’s semantic and communicative translation theory,the problems at lexical,syntactic and textual levels encountered in the translation are discussed.Firstly,the requirement,significance and procedure of translation are introduced.Secondly,Peter Newmark’s text classification as well as semantic and communicative translation are demonstrated.Thirdly,based on the semantic and communicative translation theory,the source text and the version are analyzed by specific cases from lexical,syntactic and textual levels.Problems encountered in the process of translation are discussed and corresponding solutions to the problems are put forward.It is shown that Peter Newmark’s semantic and communicative translation theory can effectively guide the English translation of publicity texts.In translation practice,if translators choose different translation strategies and methods according to different types of texts,purposes of translation and target readers,differences can be effectively reduced and the quality of translation can be improved.
