A Compartive Study On Cultural And Creative-led Industrial Land Regeneration Governace

In last decade,with the transformation of industrial transformation and urban renewal,a large number of brownfields that are idle to be updated have emerged in the cental of the city.At the meanwhile,under the government is pushing the cultural and creative industries hard.So to fix with cultural and creative industries is considered as a good way to regenerate brownfields.Thus,cultural and creative-led industrial land regeneration projects blossom everywhere.However,the projects often face problems such as short life,commercialization,distant towards the people etc.Therefore,research on cultural and creative-led industrial land regeneration is of great significance.Considering that cultural and creative-led industrial land regeneration based on industrial land regeneration involve various areas such as urban renewal,industrial cultural heritage protection,cultural and creative industries development,urban landscape reshaping and public cultural space construction,we introduces Ostrom's diagnostic social-ecological system framework which has been widely used in complex system governance research to present the various elements of cultural and creative-led industrial land regeneration system in a simple,clear and comprehensive way.Through literature review,field investigation and semi-structural interviews,Guangzhou Redtory and Taipei Huashan Cultural and Creative Industries Park are ananlysed under the social-ecological system framework.Then Redtory and Huashan Cultural and Creative Industries Park are compared from five aspects including governance goals and value choices,governance subject roles and interactions,governance tool selection and use,property rights arrangements and benefits distribution,governance effects and feedback.We find the possibility of industrial heritage preservation coexisting with local economic regeneration,culture and art symbiosis with business,the co-prosperity between public and private capital.At the same time,governance of cultural and creative-led industrial land regeneration generally has problems such as weak government intervation,weak third sector supervision and participation,unclear land use planning,unstable property rights,short operating period,single governance model,and loss of state-owned assets.Therefore,it is recommended to accelerate the promotion of industrial heritage reuse;Strengthen the role of government,innovate governance model;strengthen public participation,improve supervision mechanism;strengthen the degree of publicity of space,adapt the "culture+industry+public" development strategy;Innovative land planning classification,create the city “cultural and creative corridor”;strengthen cultural citizenship and vigorously promote the prosperity of civic culture and art life.
