From The Perspective Of Policy Users:The Significance Of Planning And Development Of Cultural And Creative Industrial Park

With the increasing social and economic growth in China,the cultural and creative industry has gradually become an important part of national economy,which is greatly significant for the industrial upgrading and transformation of cities and the promotion of sustainable development of cities.The state’s macro policy system and planning management of cultural and creative industries not only affect the country and urban economy,but also have certain social functions for cultural and creative enterprises in cultural and creative industries parks,surrounding communities and people’s lives.From the perspective of policy analysis,policy not only considers issues from the perspective of policy makers,but also needs to consider the goals,needs,and concerns of policy recipients,which is also called "policy users".Therefore,compared with the current research on cultural and creative industry policy evaluation that focuses more on the macro perspective,this paper uses specific communities,shops,and small businesses in the radiation area of the cultural and creative industry park as policy users.The user-oriented evaluation of policies is conducted from the perspective,so as to analyze the influence mechanism of cultural and creative industries on small individuals,including individual residents,individual businesses,small and micro enterprises,and abstractly summarize the advantages and advantages of existing cultural and creative industry support policies in practice.Shortcomings,further summarize and refine the directions and suggestions that need to be adjusted for the next macroscopic cultural and creative park development planning and policies.The research discovers the problems of current development from the actual status quo,conducts reflections and explorations,and summarizes experience.Only then can the future development of cultural and creative industries be more practical,guiding and directional.As a result,the construction and planning of national cultural and creative parks are more in line with the actual development of my country,and the development policies of cultural and creative parks have better micro-effects.
