Study On Public Cultural Service Construction In Yan'an City

Since entering the new era,along with the changes in the main contradictions of our society,the cultural needs of the people for "standardization" and "equalization" have increased day by day,and the corresponding construction of a sound public cultural service system has become an important part of the national development strategy.In the critical period of realizing the goal of strengthening the city and building a well-off society in an all-round way,we must accelerate the pace of building a public cultural service system in Yan'an to create a balanced,inclusive and healthy cultural development environment.Based on the related concepts and theoretical foundations of the public cultural service system,the article deeply analyzes the main achievements and basic problems of the construction of the public cultural service system in Yan'an.Through research,it is found that the poor cultural management system,the insufficient use of red resources,the shortage of professional cultural talents,the lack of participation of the masses,and the impact of the urban-rural dual economic structure are the main reasons for restricting the construction and development of the public cultural service system in Yan'an.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping put forward the argument that "firming cultural self-confidence and promoting the prosperity of socialist culture".Therefore,Yan'an should seize the important opportunity of cultural development and consciously assume a new cultural mission.Based on the experience of the construction of public cultural service systems in Britain,France,the United States,and Shanghai and Zhejiang,this paper rationalizes the cultural development system,improve the efficiency of red cultural services,enhance government's ability to purchase public culture,strengthens the participation of cultural and social forces,strengthens the construction of talent teams,builds a mechanism between urban and rural areas.Measures such as the public cultural development system have made unremitting efforts to build a public cultural service system with unique Yan'an characteristics.
