Research On Government Functions Of Cultural And Creative Industrial Park In Xi’an

Cultural industry is a new kind of "sunshine" economic industry,whose reform and development lies in innovation and creativity.Cultural and creative industrial park is the demonstration platform and link of cultural and creative industry.In the current development mode of "government-oriented" industrial park in China,there are also some problems,such as low industrialization degree,lack of cultural connotation,inadequate supervision and so on except for promotion for cultural and creative industry.From the perspective of xi ’an cultural and creative industrial park with the aim to improve level of government functions and work,the industrial cluster life cycle theory is introduced into the research of governmental functions in xi ’an in this paper to define development stage of park.And then combining the theory of government function is to clear the functions of government which should be played.In this matter of using the Analytic Hierarchy Process(AHP)method to establish the index system of government functions and building the appraisal model of government functions in xi ’an city,government’s policies to guide,overall planning,public service as well as supervision and administration of the weight have been compared.What is concluded is that there is still larger space on governmental functions to be improved by evaluating function index using the synthetic evaluation of fuzzy mathematics.After drawing lessons from precious experience of foreign governments for cultural creative industrial park,the paper put forward optimized path,relevant counter measures and suggestions respectively to provides useful reference for the government function display to promote development of cultural creative industrial park in xi ’an.The study not only strengthen relevant theoretical knowledge of government functions in the process of cultural creative industrial park development by combining theory and practice methods,but also provide the research basis for governments to development industrial park coordinately and shape a new image of city,which provides a certain reference value for promotion of government functions.
