With linguistic being a significant direction of translation studies, western translation scholars have begun to study different phenomenon in the translation processes on the basis of linguistic theories since the middle of 20th century.Guided by Halliday's theory,J.C.Catford puts forward the“Translation Shifts Theory”and considers that the proper adoption of“translation shifts”methods in the translation practice shall improve the“equivalence”between source language and target language, which greatly enlightens later translation researches. The translation project,Trends and projections in Europe 2018--Tracking progress towards Europe's climate and energy targets,is an official document released by the European Environment Agency?EEA?in the end of 2018,which mainly analyzes the achievements of emission reduction, energy conservation and climate protection made by all EU member states and other European countries in the past years and puts forward new development demands on energy and climate issues for all European countries.Based on Catford's Translation Shifts methods, the paper examines some typical examples in the translation project and makes detailed discussions on the translation shifts on lexis level, syntax level and grammar level between source text and target text. With this translation project, the author realized that Catford's Translation Shifts Theory did not mention translation shifts on macro level like context, genre and culture. But as to some micro level like lexis, syntax and grammar,Catford's theory can guide informative text translation and benefit translators to produce fluent and accurate target text.
