A Study On The Northeast Refugees' Relief Issue After The September 18th Incident,(1931-1937)

After the September 18 th Incident,the Japanese invaders occupied the vast area of the northeast China,and imposed brutal colonial rule and economic plunder on the northeast region.In addition,natural disasters occurred frequently.Consequently,some people in the northeast China,who were unwilling to be oppressed and took their families to the ShanHaiGuan to make a living and became refugees.The national government and non-governmental charitable organizations provided relief to the refugees in northeast China by formulating refugee relief policies,setting up refugee reception institutions,soliciting donations and collecting goods.At the same time,the national government also attached great importance to the relief and resettlement of the exiled students in northeast China,and made every effort to relieve and protect the exiled students in northeast China by means of "arranging schooling and entering higher education,issuing subsidy funds,and setting up reception schools".The relief campaign also received strong support from people from all sectors of society,especially in Shanghai.Shanghai business elites led the people from all sectors of society,businessmen and commercial associations in Shanghai to set up refugee relief agencies,made unified planning for charitable fund-raising work and rushed to the disaster-stricken areas in the ShanHaiGuan to participate in relief work in person,which set an good example for calling on the people from allsectors of society throughout the country to actively relieve refugees in Northeast China.On the one hand,the relief provided by the national government and the non-governmental charitable organizations to the refugees in northeast China resettled and rescued some of the refugees in northeast China,making them free from suffering from cold and hunger successfully.On the other hand,it also plays a positive role in stabilizing the social order of the destination and it also has certain epochal significance in publicizing national consciousness and patriotism.Accordingly,this paper takes the relief of the refugees in Northeast China provided by the National Government and non-governmental charitable organizations from the September 18 Incident to the outbreak of the All-round War of Resistance Against Japan in 1937 as the research object.This paper tries to make an in-depth and systematic study of the relief measures,relief modes and even the social influence of government agencies and non-governmental charitable organizations on the refugees in northeast China,and summarizes the relevant laws by comparing the similarities and differences of the relief methods adopted by the two organizations so as to provide references for the relief of the refugee groups by the government and non-governmental charitable organizations in later generations.
