Research On The Present Implementing Situation Of Public Culture Service System

Since the "Twelfth Five-Year Plan",our government has gradually paid attention to the implementation of public culture,the investment in public cultural construction has grown steadily,development of the system of public cultural service has made greater progress than before,and the society presents the good development trend of whole advancement,key breakthroughs and overall improvement under the leadership of the Central Party and the State Council.However,there are still some problems existing in China's public cultural services,such as low level,imbalance and the imperfect mechanism.And the construction of public cultural services system still has room for improvement to meet the people's growing spiritual and cultural needs and people's new and high expectations for a better life.Now,all parts of the country have been conducted the pilot project construction successively with the strong support and guidance of national policies.Among them,Nanzhang in Xiangyang City has been a typical area,this region has achieved certain success,and there are also some problems that need to be settled and improved.Therefore,carrying out indepth research and investigation on the development of public cultural service system pilots will provide the complete system of public cultural service for direction and path support.This paper takes the issue of present implementing situation of public cultural service system as the research object on the basis of field investigation,and defines the core concept standard,standardization,public cultural service standardization and other basic concept through literature analysis and the survey analysis and other research methods.Based on the total quality management theory,this paper in-depth analyzes the current state of implementation and the existence of problems.First,Nanzhang is still in the pilot stage and lacks of innovation power because of lack of long-term safeguard mechanism;Secondly,the imbalance of urban and rural economic development makes regional gaps in the standardization level of public cultural services.Thirdly,the evaluation mechanism focuses on hardware inspection but neglects software evaluation,which resulting in a slow update and revision of the public cultural service standardization system.Fourthly,single feedback channel of standardization implementation leads to imperfect standardization feedback mechanism and the third-party satisfaction evaluation.In order to solve the above problems,enhance the efficiency and quality of supplying of the public cultural service,provide learning and reference for other regions in the process of public cultural service system construction and then offer thinking for the reform of public cultural service standardization system.Through the analysis of the obstacles encountered in the development of system implementation and root causes combined with the field research,this paper puts forward the corresponding countermeasures and suggestions to increase satisfaction of the residents and perfect public cultural service system construction from four aspects: injecting new impetus for the development of public cultural services,promoting balanced development,docking standardization system with “accounting management” and improving demand feedback and performance evaluation mechanism of public culture service.On this basis,in order to guarantee the public cultural services government offered is high-level and all-round,provide reference for the service reforms needed for new development in the new era,make public cultural services beneficial to the people and enhance the government's sense of responsibility.This study gives us a better way to make public cultural services serve people well,promote the modernization of government governance systems and governance capabilities and builds a service-oriented government.
