Educational evaluation is an important activity and necessary link in primary and secondary education in China.It can achieve the education objective of promoting the all-round development of students by constructing a scientific and reasonable academic competence evaluation system and effectively practicing it.Academic competence evaluation is the value judgment and feedback of multiple abilities of direct learning efficiency,including the evaluation of cognitive competence,meta-cognitive competence and academic awareness.This study constructs a primary English academic competence evaluation system based on Cognitive Objective Taxonomy through an overall design of teaching activities and evaluation activities,so as to promote the development of students.First of all,according to Marzano's Cognitive Objective Taxonomy and the regulation of English Curriculum Standards on core competence and quality of English subjects,an English learning and teaching objective system as well as academic competence evaluation system in Primary school is designed.Secondly,according to the objective system,teaching activities and evaluation activities are designed.Finally,this design is applied to primary school English teaching and a semester of empirical research is conducted to test the actual effect of academic competence evaluation system.This paper is divided into five chapters.Chapter I summarizes the existing research literature on the construction of developmental evaluation system,and based on that puts forward research ideas and methods.Chapter II systematically analyzes the theoretical basis of the developmental evaluation system.Chapter III constructs a developmental assessment system of primary school English learning competence based on Cognitive Objective Taxonomy,which includes three first-level indicators: linguistic competence,autonomous learning competence and cultural awareness.Chapter IV describes the specific practice process and data analysis results of academic competence evaluation,and discusses scientificalness as well as the effect of the evaluation system constructed in this study.The results show that the evaluation system has strong stability and validity.It confirms the developmental trend of evaluation results,summarizes different types of students' academic competence.The academic competence evaluation is tested to be conductive to students' further development.Based on the practical effect of Primary school English academic competence evaluation,Chapter V discusses its significance on current English teaching,its enlightenment on overall design teaching,and puts forward some suggestions on the innovation of teaching objective theory.On one hand,the evaluation of primary school English learning should start from an overall design,expand the evaluation index of academic competence,and pay attention to the changes of students' academic competence with the developmental perspective during the process.On the other hand,teaching design should be encouraged to activate various learning behaviors by creating diversified situational activities.
