Research On Government Supply Of Public Cultural Services Based On Service Triangle

The 19th National Congress of the Communist Party of my country pointed out the changes in the main contradictions of our society in the new period,that is,the contradiction between the people's growing needs for a better life and unbalanced andinadequate development.With the development of the social economy,the people's spiritual and cultural needs continue to increase,and higher demands are placed on the construction of public cultural services.Cultural construction is the soul of the overall layout of building socialism with Chinese characteristics,which is reflected in the field of public management.It is to continuously strengthen the construction of public cultural services and enhance the supply of public cultural services.However,contrary to the diversified and personalized cultural needs of the masses,problems such as unmatched supply and demand have arisen in the reality of the provision of public cultural services,and further empirical research and corresponding countermeasures need to be made.Therefore,this study has very important significance both in theory and in reality.This article takes the public cultural service government supply as the research object,takes Tai'an City,Shandong Province,which has rich cultural resources as the research area,uses the service triangle model and multi-center governance theory as the theoretical basis,and uses the literature research method to sort out the research results of many scholars.Clear research ideas,use the comparative research method to compare the horizontal and vertical comparisons of the current public cultural service government supply in Tai'an City,find out the existing gaps through comparison,and use the field interview method to design the interview outline in advance to take Tai'an residents and related The government staff were interviewed to collect questions about the government supply of public cultural services in Tai'an.This article summarizes the general situation of the government's supply of public cultural services in Tai'an City from two aspects:supply content and supply mode.In terms of supply content,the municipal and county-level public cultural infrastructure system is improving day by day.The grassroots cultural infrastructure network has been initially established.The public cultural activities are rich and colorful,which can meet the basic cultural needs of citizens.In terms of supply methods,the existing government of Tai'an City directly provides Of public cultural services,there are also public cultural products indirectly supplied through government purchases.However,the government supply of public cultural services in Tai'an still has some typical problems such as insufficient supply content,lack of rural public cultural service supply,insufficient government purchasing and undertaking organizations,and low public cultural service mass satisfaction.The reasons for these problems include inadequate construction of facilities,inadequate supply of basic public cultural activities,insufficient inclination of vulnerable areas,inadequate services for special groups,low investment in cultural infrastructure,low investment in government purchases,lack of evaluation systems,and difficulty in implementing assessment indicators.In view of the above-mentioned problems,from the perspective of the service triangle model,this paper puts forward the countermeasures and suggestions of public cultural service government supply.It is necessary to reflect equalization in the rural areas,establish a system of public consultation and feedback,create distinctive cultural business cards,enrich government purchase methods,strengthen talent introduction policies,increase the enthusiasm of undertaking organizations,coordinate supervision by multiple subjects,and introduce a mass evaluation system.Through these channels,the efficiency of public cultural services provided by the government is improved to meet the increasing cultural needs of citizens.
