Study On The Supply Of Rural Public Cultural Service

With the improvement of living standards,the farmers' demands of spiritual and cultural is increasingly strong.The Sixth Plenary Session of the 17 th pointed out a strategic goal of "covering the whole society to establish the public cultural service system,and strive to achieve the equalization of basic public cultural services".The study of the public cultural services' supply in rural areas has strong theoretical and practical value.Anhui Y county's economic base is poor,but it own distinctive cultural characteristics,the development of public cultural services is good,but there are also some problems,and thus has the space to carry out systematic research.This paper catch Y County of Anhui province as a case,and it use the "supply" analysis tool to explore some related problems from the provider and the mode,the content,the security of supply and other point of view.Analyze and summarize the research,we found that practices and achievements of the Y county rural supply of public cultural services mainly include: stick to the government as the main supply provider,vigorously develop diversified supply;take the branch level supply as the core mode,and gradually try socialization supply;pay attention to the basic construction and cultural activities,to achieve the system supply;seize financial input and personnel training to achieve the dual security of supply.However,there are still some problems in the supply,such as lack of market and social participation,lacking the spontaneous supply and social supply,think highly of supply form but despising the supply effect,property management and coordination needs to be improved and so on.There are many reasons for these supply problems,but the most important factor is the role of the subject(including the direct provider of public cultural service,indirect providers and users),which is more dynamic in the supply structure.It in a great extent affects supply mode,the content and the security of supply.So from the perspective of the three main bodies(local government,farmers and rural social organizations)to explore the reasons,we find that local governments to provide public cultural service in the drive force is insufficient,the farmers' cultural needs lack of expression,rural social organization is weak.Therefore,optimizing the supply of rural public cultural service,we can strengthen government service concept,straighten out the mechanism for the supply of public culture,cultivating farmers' cultural consciousness,strengthen the cultural needs of the farmers expression,the reconstruction of social capital in rural areas,enhance the ability of social service,to strengthen the interaction between state and society,traditional and modern,formal and informal.
