Li Jiaju was an important figure in the constitutional reform in the late Qing Dynasty.Before he was appointed Minister of constitutional:investigation,Li Jiaju once served as the editor of Hanlin academy,provincial educational commissioner in Hubei,General supervisor of Beijing University,driven by changes in the current situation and accidental factors,Li Jiaju,who has excellent administrative ability,became an emissary in Japan,In 1908,he succeeded Dashou to become the Minister of constitutional government of Japan.Later,his constitutional reform idea played an important role in the constitutional reform of the late Qing Dynasty.In the process of constitutional reform,Li Jiaju was favored by the Qing government not only because of his ability,but also because his constitutional idea of "taking the monarchy as the supreme power" was recognized by the Qing government.With the support of the Qing government,Li Jiaju served as(concurrently)the minister in charge of constitutionalism compilation and investigation,the minister in charge of the Ministry of education,the minister in charge of assisting in compiling the constitution,the vice president of the Advisory Parliament,and a president of the Advisory Parliament.He participated in the drafting of the internal official system,the determination of the draft of Royal funds,the compilation of the draft constitution,the formulation of the election procedures of the Advisory Parliament,and get the ambition for reform into practice,so as to promote the process of constitutionalism reform.At the time of Wuchang Uprising,Li Jiaju tried his best to maintain the operation of the Advisory Parliament to maintain the overall situation of the Qing Dynasty.However,in this process,Li Jiaju was constrained by the power of the imperial court,and because his constitutional concept still failed to break through the shackles of the "monarchy" from the top to the bottom,so he never realized his constitutional ideal,and finally only regretted to leave.From this,we can also see the limitations and contradictions of the constitutional reform of the Qing Dynasty,which is full of "sincerity" and hopes to have both "power" and "status",which doomed the constitutional reform of the Qing Dynasty to failure.
