| The Jiangsu section of the Beijing Hangzhou Grand Canal has the richest cultural heritage and the most heritage sites.It is of typical significance for the national heritage protection and the construction of the Grand Canal cultural belt to study the construction and governance measures of its cultural belt.This paper analyzes the theoretical basis and basic characteristics of the cultural belt of the Grand Canal,especially the contents of the construction and management of the Grand Canal in terms of the domestic literature research,drawing on the management experience of Lido canal in Canada and MIDI canal in France,and based on the integrated public management,network management and system promotion theory of Gulick,aiming at the problems of the construction of the cultural belt of the Grand Canal by the local governments at present Put forward improvement strategies.This paper adopts the methods of literature research,questionnaire survey,interview and case study to carry out the research in accordance with the steps of "data collection and sorting out→putting forward problems→analyzing problems→solving problems".Based on the study of the documents related to the Grand Canal,this paper analyzes the current situation and problems of the construction and management of the cultural belt of the Grand Canal,and puts forward countermeasures.We should focus on optimizing the planning and design of the Grand Canal cultural belt,strengthening the integrated construction,strengthening the connection and coordination between the plans,clarifying the strategic positioning and designing the spatial layout.We should establish an effective social mobilization mechanism,strengthen overall coordination,highlight the role of market players,and attract the active participation of the masses.We will systematically promote the construction of the cultural belt along the Grand Canal,improve legal protection,strengthen regional cooperation and linkage,coordinate regional development,and strengthen human and financial security,with a view to providing inspiration for the protection,development and utilization of the heritage of the Grand Canal. |
