A Study On The Problem Of Rural Public Cultural Services Supply In China

Rural public cultural service is an important part of public cultural services in our country. To improve the supply of rural public cultural services and to meet the growing spiritual demand can accelerate the process of urbanization, which is also a necessary condition to build a harmonious society. In recent years, the central government attaches great importance to the construction of rural culture, which introduces various rules to speed up the construction of rural culture. Meanwhile, local governments at all levels have carried out active exploration. But it is not difficult to find, the rural public cultural services in our country still lags behind the city. The cultural rights and interests of farmers are not guaranteed. To improve the supply of rural public cultural services is not only a subject, but also a realistic problem. Therefore, the paper takes the new public service and public governance theory as the guide, by way of empirical investigation to research the problem of rural public cultural services, in order to put forward some solutions to improve the state of rural supply. The main contests are:The introduction of the paper elaborates the background and significance, and analysis the reaserch status of rural public cultural services supply at home and abroad. In addition, the artice describes the research methods used, as well as the focus of the paper, the difficulty and innovation.The second part of the paper, firstly, a lending member of the concepts of rural public cultural services will be defined; Secondly, it is to explore the characteristics of rural public cultural services; Thirdly, it is to explain the necessity of the rural public cultural services; Finally, it introduces the theoretical basis of this thesis-the new public service theory, public governance theory, and analyses the relationship between these theories and rural public cultural services.The third part of the paper, based on an empirical investigation of three townships in S country of H province, analyze the problems in the supply, including rural cultural activities and cultural products in the form of a single and rough, inadequate protection and heritage of traditional cuture, the small size and low guality of staff, low utilization rate of public infrastructure, inbalance between supply and demand of rural public cultural services,etc. Then, deeply analyzes the main reasons of these problems: the frist is the influence of the urban-rural dual structure, the second is the transformation of government functions is not in palce, the third is the lack of farmers demand expression mechanism, the forth is the lack of diversification of rural public cultural service supply, the fifth is the lack of performance evalution mechanism, etc.The fourth part of the paper, summarizes the rural supply of public cultural serices experience in Japan, South Korea, and on the basis of the summary, comparing with the current situation of the rural supply of public cultural services in China to find some valuable measures, so as to improve the state of China’s rural public cultural services.The fifth parts of the paper, six countermeasures are put forward to improve the rural public cultural services supply in China: First, improve the financial transfer payment system and increase investment in rural public cultural services. Second, strengthen the construction of rural public culture service team. Third, establish a mechanism of the farmers demand expression. Fourth, improve the performance evaluation system design of rual public cultural service. Fifth, establish a supply mode of government-led and diversified subject to participate. Sixth, increase the protection and heritage of traditional culture.
