A Study On The Supply Of Rural Public Cultural Services

It is the responsibility of the government to fully exercise the function of the supply of public cultural services and strengthen the supply of mass culture.In recent years,with the continuous advance of the integration of urban and rural development in our country,rural communities in industrial development,national income and other aspects,gradually enjoy the same with city civilization and affordable,but the grass-roots cultural construction is a process of China's economic growth in the short board,the current society is in the transition period,a large number of rural youth in the city,mostly rural left behind women and children and the elderly,during this period,rural health,positive public cultural products if the offer is not enough,a lot of vulgar culture will enter the spiritual world,the corrosion of farmers.In this paper,based on the theories of public administration,in the investigation on the current situation of some rural supply of public cultural services,focusing on how to better play to the functions of government management and service,strengthen the supply of public cultural services in rural areas,and discusses the influence of the rural public service supply factors,so that the rural supply of public cultural services more targeted.In this paper,by using questionnaire and field interviews,found that H County X city Z town due to the concept of Ideological and cultural construction in rural areas,rural cultural construction lag lack of long-term planning,investment mechanism,operation mechanism is not perfect,cause the following problems: one is the rural cultural facilities is not perfect.The main reason is that the infrastructure of public culture is not perfect,and the development and utilization of public cultural resources is not high.The two is that the township government can give full play to the supply of rural public cultural products in secondary vocational schools,lack of scientific and rational planning of rural cultural supply,and the lack of professional talents and lack of funds.Three,in the cultural needs of farmers,the grass-roots government has a lack of role.In order to further promote the construction of rural cultural services,we should promptly clarify the basic ideas and objectives of the grass-roots government to do a good job in rural cultural service supply.First,establish a government led public cultural infrastructure investment mechanism,increase government financial investment,introduce market mechanism,actively explore social financing channels,encourage and support private capital to participate in the construction of rural public culture.Second,we should cultivate high-quality public cultural service talents,and make full life support for the existing cultural workers from the aspects of health care,housing and remuneration.Strengthening the introduction and training of related cultural and artistic talents.Third,strengthen the construction of rural public cultural software and hardware,including strengthening the construction of cultural infrastructure and emphasizing cultural activities.Fourth,establish and improve farmers' cultural needs of the public feedback mechanism,government personnel responsible for the investigation of the mass culture in the expression of demand on demand,according to the relevant requirements of establishing fast feedback mechanism,and to provide the supply of public cultural services at the same time,local governments also need to pay attention and guidance to strengthen the rural social management leading spirit.
