Research On The Supply Efficiency Of Public Culture In Hubei Province

There are many outstanding problems and contradictions in the supply of public culture in China.The input of public culture is increasing,but the efficiency is not high,so it does not fully meet the growing spiritual and cultural needs.The purpose of this study is to evaluate the efficiency of the supply of public culture in Hubei Province,find out the factors influencing the efficiency of supply,the empirical analysis of public cultural development status and problems of Hubei Province,combined with the analysis of the supply of public cultural modes at home and abroad,put forward reasonable suggestions for Hubei province to promote the development of the public culture.First of all,the domestic and international literature about the efficiency of public cultural supply is combed,the relevant theories of public efficiency are summarized,and the public cultural supply models of some developed countries are compared.The supply of public culture in Hubei province were analyzed,including the construction of public cultural institutions,and the use of nearly five years of cultural undertakings investment,public cultural investment coordination,summed up the Hubei province public culture supply possible problems.Secondly,combining qualitative research with quantitative research.Using data envelopment analysis method to evaluate the "12th Five-Year" during the country's 31 provinces,the public culture supply efficiency,results show that the efficiency of most of the supply of public cultural region is DEA an invalid state.And the total efficiency of DEA estimates show that the supply of public cultural values as explanatory variables,the per capita GDP,population density,city rate,per capita education level four indexes as the effect of public culture supply efficiency variable,using Tobit regression model to calculate the influence degree of these indicators of the supply efficiency and the conclusion is: the supply efficiency and the level of economic development,population density,urbanization rate of public culture and educational level were positively related.Thus obtains the influence Hubei province public culture supply efficiency partial influence factor.Finally,taking the theory of supply side structural reform put forward by our country as the breakthrough point,the author puts forward relevant suggestions and effective ways to improve the efficiency of public culture in Hubei province.The first to establish a "bottom-up,in order to be set for the second mode,to build a diversified supply of public cultural mode,third is to establish an effective performance evaluation of public culture and supervision mechanism,fourth to accelerate the process of urbanization in Hubei Province,the increase of public cultural investment.
